Organization Background:

JSI is a US-based public health nonprofit organization committed to delivering high-quality technical and managerial assistance programs worldwide. With over 25 years of experience in Ethiopia, JSI has implemented over 60 projects, focusing on improving health outcomes, quality, and equity in access to reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services. JSI has actively contributed to various areas, including primary health care, community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview:

The USAID Quality Healthcare Activity (QHA) aims to enhance health outcomes by improving the readiness of health facilities to deliver quality RMNCAH services, enhancing management and accountability for quality service delivery, and restoring services in conflict-affected areas. QHA's strategies will assist the government of Ethiopia in building responsive, resilient, and sustainable public and private healthcare systems. The five-year project, funded by USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and the Network of Ethiopian Women's Associations (NEWA) (May 01, 2023 - April 30, 2028).

Job Summary:

As an embedded Quality Management Advisor within the Oromia Regional Health Bureau (RHB), you will be responsible for quality management system strengthening activities. Your role involves providing strategic and high-level support to the regional health bureau for planning and implementing high-quality health services, offering technical backup support on quality management systems, and executing other activities assigned by your supervisor. Serving as a liaison between RHBs and QHA, you will facilitate effective communication, resource mobilization, and capacity exchange activities.

Key Responsibilities:

Quality Management System Strengthening:

  • Assess, analyze, and enhance the quality management system and overall health systems within the Oromia Regional Health Bureaus to ensure increased capacity, efficiency, and resilience.

  • Collaborate with relevant stakeholders to identify gaps and opportunities for improvement in health service delivery, infrastructure, and human resources.

Strategic Support for Quality management:

  • Provide strategic guidance and support to the Oromia Regional Health Bureaus in planning and implementing high-quality initiatives related to Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH).

  • Work closely with regional health authorities to develop and implement evidence-based strategies that contribute to the achievement of quality RMNCAH goals and targets.

Technical Backup Support:

  • Provide high-level technical support in the implementation of the National Healthcare Quality and Safety Strategy at the regional level as well as Regional-level strategies and implementation plans related to quality and safety

  • Offer technical expertise and backup support to ensure the quality and effectiveness of health services, with a specific focus on RMNCAH.

  • Collaborate with health partners and facilities to address challenges, share best practices, and implement solutions for improved service delivery.

Liaison and Communication:

  • Act as the primary liaison and contact person between the Oromia Regional Health Bureaus and the QHA.

  • Facilitate regular communication channels to ensure a seamless flow of information between RHBs and the project, promoting transparency and collaboration.

Resource Mobilization:

  • Collaborate with relevant stakeholders to identify and mobilize resources required for quality management system-strengthening initiatives.

  • Work closely with the QHA team and RHBs to explore funding opportunities, partnerships, and grants that align with the goals of the QHA.

  • Capacity Exchange Activities:

  • Develop and implement capacity-building initiatives to enhance the skills and knowledge of health managers and leaders within the region.

  • Facilitate exchange programs and workshops to promote knowledge transfer, collaboration, and continuous learning among health system stakeholders.

Stakeholder Collaboration:

  • Engage with internal and external stakeholders, including government agencies, NGOs, and community organizations, to foster collaboration and alignment with QHA objectives.

  • Build and maintain positive relationships with key partners to ensure coordinated efforts in achieving health system strengthening and RMNCAH goals.

Additional Assigned Activities:

  • Execute additional activities as assigned by the supervisor, which may include participating in research, contributing to policy development, or taking a lead role in specific health-related projects.

  • Stay informed about emerging trends, innovations, and global best practices in health systems and RMNCAH to bring valuable insights to the regional context.

Qualifications:

  • Advanced degree in public health, health policy, health systems management or a related field

  • A minimum of 8 years of experience is required, with a proven track record of leading quality management programs in the health sector. This experience should include a focus on high-quality management and health systems strengthening programs, along with expertise in RMNCAH

  • Demonstrated experience working with government health systems and regional health authorities including experience in major national quality management initiatives and ability to work collaboratively in a multicultural and multidisciplinary team.

  • Strong stakeholder engagement, team leadership abilities, strategic thinking and innovative problem-solving skills.

  • Demonstrates outstanding verbal and written communication abilities, essential for creating clear, concise reports and presenting complex information understandably.

  • Proficiency in Afaan Oromoo is essential, including written, speaking, and listening skills.

  • Expertise in analyzing health data, identifying trends, and deriving actionable insights to inform decision-making and policy development.

  • A track record of developing and leading training and development programs aimed at enhancing the skills and knowledge of healthcare professionals

  • Ability to engage effectively with people from different cultural and ethnic backgrounds, fostering an inclusive environment

  • Exhibits flexibility and resilience in the face of evolving healthcare landscapes, policy changes, and unforeseen challenges.

  • Strong commitment to ethical practices in all aspects of work, upholding principles of honesty, fairness, and respect.

  • Familiarity with USAID Regulations and Procedures is an advantage
