Women Empowerment-Action (WE-Action) is an indigenous non- political, non- religious, non-profit, humanitarian and development-oriented organization working in Ethiopia to the improvement of the social, economic, and physical well-being of the poor women in particular and the community in general. Currently the organization is operating in four regions SNNPR, Oromia,Tigry and Amhara National Regional States. 

Currently, WE-Action is seeking to hire competent, qualified and interested candidate for Female applicants preferable.

Scope of the position

The Monitoring and Evaluation Coordinator is responsible for designing monitoring and evaluation system of projects, documenting learning, develop M and E reports and feed program section for evidence based program reporting. The Monitoring and Evaluation Coordinator coordinate program quality and accountability, knowledge management and learning in collaboration with program coordinators.

Detailed Duties and Responsibilities

  • Regularly review and update Monitoring and Evaluation policy and M and E guideline of the organization

  • Design monitoring and evaluation systems for each project in collaboration with program coordinators.

  • Operationalize M&E systems to facilitate program quality and accountability.

  • Assist the program coordinators to efficiently use M and E tools and templates during project monitoring.

  • Lead/supervise the development of baseline, midterm and end line evaluation, terms of references and provide technical guidance for assigned internal and external project evaluations.

  • Document project participant list and profiles for each project in hard and soft copy in collaboration with program coordinators.

  • Communicate each office and management to assign M and E focal person for each office and closely work with the assigned personnel.

  • In collaboration with program designing team take the lead in the development of project logical framework.

  • Update project logical framework based on baseline studies.

  • Participate in the strategic plan document development and lead target and indicators setting process during strategic plan development. 

  • Invest one third of the time at field conducting periodical indicator monitoring and developed M and E reporting, providing technical support for M and E focal persons in each field office.

  • Communicate periodical M and E report for program section.

  • Provide technical capacity building for program coordinator and field office in indicator monitoring. Assist them in conducting quarter indicator monitoring and develop reports that will substantiate reports come from field offices.  

  • In collaboration with program coordinators develop a knowledge management guideline.

  • Develop and manage innovative approaches to strengthen learning and knowledge sharing

  • In collaboration with program coordinators set learning agenda for each projects and monitor effectively 

  • In collaboration with Program Coordinators and Organizational Development Officer regularly update organizational website and upload new development, learning and success stories.

  • Obtain first hand field information on the success, relevance and appropriateness of developed program strategies for lessons and learning.

  • Strictly follow, monitor and report WE- Actions compliances to internal M and E polices 

  • Monitoring and reporting any feedback or safeguarding complaints of programs

  • Review and update the organization accountability framework; communicate for employees for effective implementations. 

  • Regularly monitor WE- Action compliances to Core Humanitarian Standards (CHS) and develop capacity accordingly. 

  • Facilitate external verification process of WE- Action Core Humanitarian Standards.

  • Develop personal development plan and implement the plan for efficiency to the position.

  • Assist interns to develop self-development plan

  • Critically consider gender and social inclusion in M and E system development and checklist for monitoring.

  • Ensure that project indicators are gender sensitive 

  • Ensure that M and E related communications and products of WE-Action are gender sensitive.

  • Participate and Contribute in organization gender and social Inclusion Team

  • Gather feedback and complaints on any concerns of the project implementation and organization and formally document and report back to field offices with a confidential and secure manner.

Reports to: Program Quality Manager 

Salary: As per the organization salary scale

Duration: for one year & possibility extends based on performance evaluation result and availability of budget 

Job Requirements

Qualification:

Experiences and educational preparation

  • MA/MBA/BA Minimum of 4 years’ for MA and 6 years’ experience for BA/BSC in (Development Studies, sociology, regional and local development, health, Gender studies etc) Project Management, Development Management, Monitoring and Evaluation etc. 

  • At least 2 and above years experiences in M and E position and project management in NGOs

Monitoring and Evaluation Coordinator requires demonstration of the following competence:

  • Strong strategic, analytical, and project management skills: demonstrated ability to take responsibility for a diverse number of activities and to complete them in a timely manner; deadline driven, and able to manage multiple projects and engagements simultaneously.

  • Reporting Skills: Quality and timely report development, strong attention to detail and editing skills

  • Gender Sensitive: Understands gender equality and demonstrate gender sensitive and responsive behaviors.
