Job Description

Rural Agency for Community Development and Assistance (RACIDA) is a regional non-profit organization headquartered in Kenya and with country Programs in Ethiopia, Kenya and Somalia. The goal of RACIDA is to build community resilience, promote peace and security and prevent humanitarian crisis during emergencies.  

The organization development program includes improving access to water through construction and rehabilitation of water facilities; promoting sustainable pastoral livelihoods; natural resource management and peace building & reconciliation. 

The RACIDA Ethiopia program strategy encompass mitigation, adaptation and preparedness measures to natural and manmade disasters, such as recurrent droughts, weather extreme, floods, conflict & related displacements.

Overall responsibilities:

The Sanitation and Hygiene & SBC coordinator is responsible for the design, implementation, management, monitoring and evaluation of evidence based and inclusive Sanitary, Hygiene and SBC interventions. He/She ensures sustainable access to and use of sanitation and hygiene products and services including Menstrual Health and Hygiene. Promotes scalable ODF approaches tailored to the target woredas; supports the private-sector and/or social enterprise engagement for basic sanitation; improves MHH behaviors and availability of products and services; and promote adoption of key hygiene behaviors, products and services.

Functional responsibilities:

  • Technical leadership on improving the CRWASH sanitation and hygiene interventions to expand access to improved hygiene and sanitation for the program targeted woredas in Fafen, Citi, Shebelle and Jarar zones of Somali region. 

  • Facilitate, technically assist and coordinate the CRWASH Activity sanitation and hygiene assessments in Fafen, Citi, Shebelle and Jarar zones of Somali region.

  • Actively participate in the development and realization of market-based sanitation business models tailored to the context of the intervention woredas in Fafen, Citi, Shebelle and Jarar zones of Somali region. 

  • Support the CRWASH Activity efforts of establishing sanitation marketing centers.

  • Closely work with government WASH stakeholders and the private sector and assess areas for technical support to local actors. 

  • Provide technical support to HEWs, community volunteers, influential people, schools, local masons who are engaged in WASH promotion activities at household and community level.

  • Establish and train WASH & MHH in and out of clubs and IPC committees in the program intervention woredas in Fafen, Citi, Shebelle and Jarar zones of Somali region. 

  • Create MSMEs for sanitation and hygiene products and services with focus on women and youth. 

  • Follow up and coordinate the proper dissemination of hygiene and sanitation messages to beneficiaries.

  • Working closely with the CRWASH Activity, construction supervisor, water technician and gender and community coordinator in Jigjiga, together prepare education materials for community awareness and support the CRWASH Activity advocacy works.

  • Facilitate, technically assist and coordinate MHH assessments and market analysis in the intervention woredas i in Fafen, Citi, Shebelle and Jarar zones of Somali region.

  • Conduct sanitation supply chain analysis and market assessments with the leadership of the CRWASH Activity Sanitation and Hygiene Advisor.

  • Conduct a rapid review and update of WASH MHM Assessment and Market Analysis.

  • Coordinate behavior change campaigns for improved MHH behaviors.

Deliverables:

  • Monthly reports related to the program hygiene and sanitation and SBC implementation and management activities, including coordination with government stakeholders and other WASH actors.

  • Collect, analyze and compile reports of hygiene and sanitation and SBC activities, and propose better implementation strategies in consultation with the program water technician in Fafen, Citi, Shebelle and Jarar zones of Somali region. 

  • Establish a continuous awareness raising program to change the prevailing negative attitude and behavior of men towards MHH.

  • With the leadership of the CRWASH Activity Sanitation and Hygiene Advisor, contribute to assessments on challenges and opportunities to build and sustain sanitation progress in the target woredas in Fafen, Citi, Shebelle and Jarar zones of Somali region.

  • With the guidance of the CRWASH Sanitation & Hygiene Advisor, update the CLTSH training materials to incorporate SBCC tailored to the intervention woredas context. 

  • With the guidance of the CRWASH Sanitation & Hygiene Advisor contribute to the production of climate resilient sanitation and hygiene implementation strategy document.

  • Minutes of meetings with government stakeholders, WASH actors and communities.

  • Document sanitation and hygiene and SBC good practices and timely share with the program coordinator.

Coordination:

  • Closely work and coordinate with the staffs of CRWASH Activity intervention woredas water resource development office, health office and education office in Fafen, Citi, Shebelle and Jarar zones of Somali region.

  • Attend woreda level WASH cluster meetings and task force meetings, with a special focus to improving the quantity and quality of the CRWASH Activity hygiene and SBC deliverables.

  • Coordinate and closely work with the program staffs – construction supervisor, water technician and gender and community coordinator who are based in Jigjiga.

  • Coordinate and network with humanitarian organizations, including UN agencies such as UNICEF operational in Fafen, Citi, Shebelle and Jarar zones of Somali region.

  • Ensure effective and efficient collaboration and coordination between RACIDA and the fund holder (RTI)

  • Monitoring:

  • Closely monitor the progress of the performance of the CRWASH Activity and keep in close contact with the CRWASH Sanitation & Hygiene Advisor based in RTI Addis Ababa office to keep the CRWASH Activity on track.

  • Coaching, mentoring and guidance of woreda level CR-WASH partners staffs in the target woredas health, water and education offices.

  • Conduct close and frequent supervision and follow-up at kebele and community level to ensure effective and timely implementation of community and household level sanitation and hygiene interventions.

  • Monitor the progress of the CR-WASH hygiene, sanitation and SBC activities, identify challenges and propose solutions and strategies to improve effectiveness. This is in close consultation with the CRWASH Activity Sanitation & Hygiene Advisor based In RTI Addis Ababa office.

  • Networking:

  • Liaise with relevant stakeholders in and outside in Fafen, Citi, Shebelle and Jarar zones of Somali region to ensure the success of CRWASH Activity

  • Represent the CRWASH Activity, its results and lessons learned in relevant fora in Fafen, Citi, Shebelle and Jarar zones of Somali region in order to create broader awareness of and support for the CRWASH Activity and its results in Ethiopia.

Language: fluency in Somali language is required

Documentation:

  • Document the project progress, good practices and lessons learned to be shared with RTI office in Addis Ababa.

  • Collect and document updated humanitarian situation information/data which will help trigger early action before disaster strikes

Education and experience:

  • A minimum BSc. in public health, environmental health and related fields.

  • 7 years NGO experience in rural WASH projects, sanitation and hygiene, preferably working on humanitarian program.

  • A minimum of 5 years high level experience in Sanitation and hygiene is required. 

  • Strong working knowledge of English (spoken and written).

  • Very good report writing skills.
