Job Description
Swiss Church Aid (HEKS/EPER) was founded in 1946 by the Federation of Swiss Protestant Churches (FSPC) as the aid agency of the Swiss Protestant Churches. HEKS/EPER became a non-profit foundation in 2004. In November 2021, HEKS/EPER and Bread for All merged to form Swiss Church Aid (HEKS/EPER). For HEKS/EPER, the dignity of every human being is at the center its commitment. All human beings should be able to lead a life that is socially, economically, and politically secure.
As part of the global team, HEKS/EPER in Ethiopia has a goal to ensure communities become more resilient to shocks and can sustainably build their livelihoods. In this sense, HEKS/EPER will continue focusing its intervention on pastoralist and rural communities. As part of the strategy, HEKS/EPER intends also to be more active in addressing the needs of the population affected by natural or man-made disasters.
Swiss Church Aid (HEKS/EPER) is recruiting WASH Officer for WASH humanitarian response Project in Haruka Woreda of Afar region.
Duty Station: Based in Awash Sebat, Project Area is Haruka WOREDA, Zone 3 of Afar region.

Job Description
The WASH Officer will be responsible for ensuring the delivery of high-quality WASH interventions (including infrastructure), engaging actively with the WASH Cluster, local governments, and other WASH actors. He or she will be responsible for the overall planning, implementation, monitoring and reporting of the Water, Sanitation, and Hygiene (WASH) program in Haruka Woreda, Zone 3, of Afar region. He or she will be responsible for leading/supervising the field-based WASH team for the successful implementation of the Emergency WASH project activities, including WASH infrastructure constructions and implementation of hygiene and sanitation promotion in coordination with the local government and sectoral offices. He or she will represent the HEKS/EPER in coordination platforms in the implementation area. He or she is expected to spend 100% of his/her time supporting the field-based teams for a smooth implementation of WASH program deliverables. This position reports to the WASH Unit manager who is based in Addis Ababa.
Ensure the implementation, supervision, monitoring, and quality reporting of WASH interventions.
Support the development of monthly, quarterly, and semi-annual plans.
Provide regular reports on program progress against work plan as per donor reporting requirement. Ensure that the reports are prepared on time and in accordance with the donor (EHF) and HEKS/EPER requirements.
Ensure that all activities are compliant with the EHF, WASH Cluster and HEKS/EPER requirements, and national and international standards.
Contribute to contingency planning for possible WASH in emergency response interventions.
With consultation with Addis Ababa WASH team prepare procurement plans based on the project; ensure all PRFs are accurately prepared and submitted on time.
Complete budget pipeline planning, monitoring, and monthly follow-up in coordination with the WASH Team in Addis Ababa.
Contribute to the design of new WASH projects based on sectoral requirement.
Ensure all interventions adhere to HEKS/EPER PSEAH Policy, Do No Harm principles, and beneficiary accountability standards.
Work with the WASH Unit in Addis Ababa to identify, build, and manage collaborative partnerships with consortium partners, donors, and other stakeholders.
Represent Swiss Church Aid (HEKS/EPER) in WASH Cluster Regional and Zonal Coordination meetings and national WASH cluster meetings, when assigned.
Identifying and address staff capacity-building.
Supervise and manage community facilitators based in kebeles and support WASH program implementation.
Any additional tasks as assigned by his/her supervisor.
BSc Degree in water engineering or equivalent disciplines from recognized University with a minimum of 6 years relevant work experience on WASH with I/NGO in emergency and IDP settings. 4-year experience for MSc degree holders in relevant field for postgraduates.
WASH Experience in emergency setting is essential, ideally with an NGO on EHF projects, with a proven application at the field level.
Good analytical skills demonstrated through proven experience in project monitoring, assessment design, and program execution processes.
Considerable experience in training, mentoring, and coaching skills building and ability to carry out training needs analysis and develop capacity-building training for community-based hygiene promoters based on this analysis.
Relevant working experience in the project area or emergency setting
Possess well-developed interpersonal and team skills and proven ability to be flexible in a demanding situation.
Good Knowledge of finance and budget management.

Ability to work as part of a team as well as to work autonomously when required.
Very good at computer software- Microsoft Office (Word, Excel, Power Point, and e-mail) Auto Cad,
Fluency in English & Amharic (Oral and Written); and local language (Afar language) is a plus.
Have a good understanding of the local context
