Objectives of the Position

The Humanitarian and Resilience Manager is responsible for implementing and coordinating Welthungerhilfe's humanitarian and resilience programs in Ethiopia. The position involves leading the design, planning, implementation, management, and coordination of effective and appropriate humanitarian interventions, ranging from large-scale efforts to smaller initiatives. Key responsibilities include strategic management, representation, advocacy, and program support at senior levels.

 General Information

·      Reports to: Deputy Country Director and work closely with Regional Representative

·      Contract Period:  Two Year – with possibility of extension

Duties and Responsibilities:

Strategic Management and Leadership

·       As part of the Senior Management Team, ensure compliance with Welthungerhilfe’s organizational policies and actively contribute to the overall strategic development of country programs, focusing on humanitarian issues.

·       Adapt Welthungerhilfe’s global humanitarian strategy to the Ethiopian context.

·       Develop and maintain a network of humanitarian actors and stakeholders within the region, and represent Welthungerhilfe to donors, diplomatic missions, government bodies, international organizations, and local entities.

·       Engage in resource mobilization and negotiate resources in collaboration with the Regional Representative.

·       Analyze the humanitarian context in the country to inform interventions.

·       Coordinate closely with Welthungerhilfe’s programs and other key institutions, monitoring key indicators.

·       Collaborate with the MEAL Coordinator to develop mechanisms for monitoring and evaluating humanitarian programs, emphasizing accountability to affected populations and utilizing digital data gathering.

·       Promote and facilitate learning and improvement of program quality through internal evaluations and joint visits.

·       Link humanitarian programs with advocacy and long-term initiatives, where appropriate.

·       Contribute to the implementation of Welthungerhilfe’s Country Strategies in Ethiopia, focusing on humanitarian preparedness, response, and protection.

·       Develop a plan to enhance the capacity of local partners in early warning and emergency response mechanisms.

Humanitarian Preparedness

·       Lead the design and development of contingency plans and preparedness strategies, including capacity-building initiatives, to ensure readiness to meet Welthungerhilfe’s humanitarian mandate.

·       Ensure Welthungerhilfe partners have updated contingency plans and trained staff.

·       Ensure human resources are well-trained and material resources are pre-positioned in strategic locations before crises occur.

Program Development, Management and Response

·       Provide strategic leadership in coordinating Welthungerhilfe’s humanitarian response and scaling up efforts, including coordination with national, regional, and global counterparts.

·       Foster close working relationships with program teams, technical advisers, the MEAL Coordinator, and the Advocacy and Communication Manager to enhance overall program quality.

·       Develop and manage responses to humanitarian crises in line with agreed standards (e.g., Core Humanitarian Standards, Code of Conduct, SPHERE, Welthungerhilfe Gender Policy etc.).

·       In collaboration with DCD, lead the development of gender-sensitive rapid situation assessment mechanisms and high-quality, gender-responsive emergency response proposals.

·       Ensure program implementation is consultative, participatory, and gender-sensitive.

·       Liaise with HO donor units and technical advisors to ensure proposals meet internal standards and donor compliance.

·       Ensure continuity between relief, recovery, and ongoing development programs.

·       Enhance Welthungerhilfe’s ability to respond effectively to humanitarian crises, focusing on program quality and accountability.

·       Support recruitment and line management of humanitarian program staff, ensuring adherence to HR policies and proactive staff development.

·       Support partner organizations in developing and delivering projects within agreed parameters.

·       Lead the development and implementation of the Welthungerhilfe Regional Emergency Preparedness Plan (EPreP).

·       Implement Complaints Response Mechanisms (CRM) for accountability and transparency, especially concerning beneficiary populations.

Representation

·       Represent Welthungerhilfe in local and national humanitarian fora, engaging with government authorities, UN organizations, NGOs, the private sector, and donor agencies.

·       Ensure representation in appropriate humanitarian fora, coordinating with the Programme Office, relevant government authorities, multilateral and bilateral organizations, and the private sector.

Job Requirement

Relevant post graduate qualification

·       Five years’ experience in a program position with an international NGO in management roles.

·       Previous experience of managing a diverse team of senior staff and developing large teams and the ability to lead and motivate others, strong training and mentoring skills.

·       Previous experience of managing diverse and multi-sectoral programs, program development, project and budget management cycle, and participatory planning methodologies, including distance management.

·       Working with major international donors, knowledge of grants compliance requirements and securing external donor funding.

·       Knowledge and experience of incorporating key approaches across programs i.e. agriculture, nutrition, civil society strengthening.

·       Excellent communication (both written and verbal) and interpersonal skills, and an ability to motivate others.

·       Ability to organize, plan effectively, and to work under pressure often to strict deadlines.

·       Good networking skills.
