The primary objective of the position is to support the procurement function to improve program support.
It requires the occupant to have a deep understanding of humanitarian supply chains including but not limited to need assessment, sourcing, procuring, and expediting procurements
The success of this role requires close collaboration with field staff, country procurement team, Country leadership, country program teams, and GP Quality Assurance
MAIN TASKS AND RESPONSIBILITIES
Under the direct supervision of the Procurement Manager, you will be responsible for the following:

Organizing procurement tracking system and supporting program and management team up-to-date and reliable information on the procurement status and submitting weekly and monthly reports.
Manage the maintenance of accurate filing systems, with documented and supported records of actions for audit purposes.
Contribute to weekly and monthly logistics reports to the in-country management team, and Global logistics pursuant with IMC policies and procedures. Be flexible and manage your time, accordingly, be prepared to
tackle other tasks commensurate with your role, and level of experience, at short notice.
Ensures all payment procurement documents ready for payment comply with IMC policy
Coordinates local procurement activities.
Maintain PR and PO tracking tools are updated and shared with programs and country office logistics on weekly bases.
Makes purchases
Ensure compliance with the IMC procurement policy
Responsible to facilitate and participate in bid opening
Prepares complete procurement documents that is in line with the IMC policy
Follow and notify standing agreements before expiring ahead of time Performs similar tasks as assigned by the supervisor

Procurement
Implement all IMC procurement Standard Operating Procedures to ensure compliance with IMC and donors’ procurement policies
Work with requesters to develop comprehensive purchase specification
Maintain accurate procurement data and records and ensure on-time procurement reporting
Review procurement documents before payment
Lead the bidding process, including Request for quotation process, Request for proposal process, Tender evaluation, and facilitating procurement committee functioning
Develop and implement category sourcing strategy
Set negotiation objectives and conduct negotiations with potential vendors to ensure value for money
Contracting Proces
Prepare, review, and utilize Procurement contracts, including blanket purchase agreements (BPA) to ensure favorable Procurement Terms and Conditions
Monitor contract implementation to ensure the supplier’s adherence to contract terms and conditions
Prepare and submit timely and accurate procurement report(s) to inform the decision-making process.
Implement and sustain segregation duties in procurement and other related functions.
vendors Management
You will:
Maintain mutually beneficial relationships with vendors
Conduct vendor’s performance rating and feedback process and maintain up-to-date and accurate vendors’ performance scorecards
Develop suppliers for sustainable value-adding procurement
Compliance and Legal
Conduct procurement due diligence, including BI checks, supplier site visits, and vendor background checks, and implement any other fraud prevention methodsProvide complete documents for audit and implement Corrective and/ or preventive action Plans dentify, document, and timely report any IMC procurement process deviations following the mechanism in place for appropriate follow-up.
Provide constructive support to other functions to ensure effective, compliance with policies & procedures.
Internal and/or external contacts:
Internal: Regular relationships with country logistics staff at all levels, procurement manager, and Project Coordinators/Managers.
External: May Serve as IMC procurement representative in interdepartmental meetings, other non-governmental organizations, inter-agency groups, and foundations
Travel Required: 25 % of Time

Work Experience:
