Brief and attractive description of the project/ unit
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public benefit federal enterprise. GIZ works worldwide in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas. We work to shape a future worth living in over 120 countries around the world.
The Globale Programme Shaping development-oriented Migration (MEG) assists partner countries in leveraging the benefits of regular migration and engaging diaspora for sustainable development. Working on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the MEG is active in up to 15 partner countries around the globe. It contributes towards implementing the GCM and is part of a comprehensive approach to migration and development.
In Ethiopia the MEG is focusing on the topic of diaspora cooperation. The MEG aims to strengthen the diaspora as a key player in development policy and mobilize its commitment to achieving development goals. It supports the engagement and impact of the Ethiopian Diaspora in their home country, by implementing various instruments. Furthermore the programme supports the process of sending diaspora experts to their countries of origin for a limited period, where they can contribute their technical and professional expertise to various institutions, such as ministries and civil society organizations.
The MEG also assists diaspora organizations in Germany to work with partner organizations in their countries of origin to implement projects at the local level.
The Junior Technical Advisor is responsible for
Providing overall project assistance support to the MEG Ethiopia team.
Providing implementation support for daily operational aspects of all matters related to the MEG Programme, in close coordination with Officer responsible for the Implementation of MEG Ethiopia and technical advisor.
Providing a good flow of communication and information between all involved institutions, counterparts and GIZ Ethiopia and Headquarters.
Providing support for the establishment and strengthening of strategic partnerships with relevant political and operational partners of MEG in Ethiopia.
Supporting monitoring and evaluation-related activities for MEG Ethiopia; including quality assurance and programme improvement. This includes data collection, data analysis and interpretation, and reporting of data.
Supporting the active promotion of the MEG’s offers for Diaspora Organizations in Germany with partner institutions in Ethiopia and building the MEG Ethiopia’s Diaspora Organization field of action.
Supporting the facilitation of the promotion of the match-making processes of Diaspora organizations, selection processes, placement, monitoring and evaluation.
Supporting the Officer responsible for the Implementation of MEG Ethiopia with Operational Planning (OP) budgeting and financial monitoring.
Ensuring that the MEG Project office runs smoothly, by supporting internal administrative tasks.
Support in organizing project events (in terms of content and logistics), focusing on project partners/actors in-country and stakeholders amongst the diaspora population in Germany and reporting on those.
Assist in the planning, organization, and execution of workshops, and networking events.
Supports the management of MEG Ethiopia records keeping, both in hard files, where necessary and in the GIZ online records tool (s) / system (s).
Performs other duties and tasks at the request of her/his Line manager.
Under this responsibility, the Junior Technical Advisor performs the following tasks:
Supports the activity coordination: Plan, coordinate, and implement diverse activities to create and enhance networking opportunities for potential Diaspora Experts.
Supports the facilitation of placement: Facilitate the voluntary placement of Diaspora Experts at different partnering institutions, ensuring smooth integration and contribution to the host organizations.
Supports the monitoring and evaluation: Conduct on going monitoring and evaluation of the activities and contributions of Diaspora Experts post-placement. Provide feedback and support to ensure continued success and impact.
Other duties/additional tasks

Relevant academic background in social sciences, international development, Business Management. Preferably a Master’s degree in related fields.
At least 2 years of professional experience in a comparable position.
Experience working with partners and stakeholders such as the Ethiopian Diaspora Services, in the topics of migration and diaspora.
Prior knowledge and understanding of the MEG instruments.
Strong organizational, communication, and interpersonal skills.
Ability to work collaboratively with diverse teams and stakeholders.
Good level of English language skill and fluency in Amharic.

Should be able to adapt and manage change.
Should be able to multi-task and perform adeptly.
Good working knowledge of ICT technologies (related software and the internet) and computer applications (e.g. MS Office).
Strong organizational competence.
Willingness to travel (locally and/or abroad) regularly.
Ability to prioritize work scope efficiently.
Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed upon with the Line Manager.
