USAID Urban Water, Sanitation and Hygiene Activity (Urban WASH)
Chemonics International, Inc., is a U.S.-based international development consulting company, operating in over 95 countries, that is implementing the USAID funded Urban Water, Sanitation, and Hygiene Activity (Urban WASH) in Ethiopia.
Chemonics seeks a Finance Manager for Urban WASH. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.
The Finance Manager will be responsible for overseeing the Accountant and Finance Assistant in all aspects of accounting and financial management, applying general accounting principles in line with Chemonics’ field accounting manual procedures. They will report directly to the Director of Operations. This position will be based in Addis, Ababa, Ethiopia. Prepare and submit deposits and monthly wire transfer requests
Issue checks of payment for processed transactions, logs payments, distribute and/or mail checks to the appropriate vendor
Review project staff timesheets and processes monthly payroll
Oversee the office accountant and finance assistant
Oversee monthly VAT reimbursement tracker and liaise with USAID and GoE to ensure VAT and other tax payments are calculated and processed
Liaise with local accounting firm in performing local financial management and the appropriate local accounting reporting needed
Prepare and maintain all the project financial reporting for USAID and Home Office corporate requests
Review, process and enter expenses into ABACUS (Chemonics accounting system) and provide supporting documentation for expenses entered
Review petty cash fund, including disbursing of funds, recording expenses, ensuring receipts are received, and following Chemonics’ custodial procedures
Collect and review employee expense reports for accuracy
Prepare and submit monthly accounting and projection reports to the home office, respond to questions from home office accounting unit and project management unit
Maintain transparent and audit-proof record keeping systems per Chemonics’ policies
Obtain documentation and approval for all transactions and ensure payments are done on time
Research the status of particular invoices/payments, as required
Submit recommendations for standard exchange rate to HO every month
Support achievement of the overall project goals as required ensuring project performance
Performs other duties as assigned by the Director of Finance and Operations

Qualifications:
Bachelor’s degree in business, accounting, finance or related field. Master’s degree is preferred
At least five years’ experience in financial and administrative management for large donor funded development projects is required.
Minimum three years’ experience with a USAID-funded project is strongly preferred
Experience in bookkeeping and accounting required
Able to work in a fast-paced environment and handle multiple responsibilities and tasks
Possess excellent organizational and multi-tasking skills;
Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
Strong analytical skills and attention to detail required
Demonstrated versatility, leadership, and integrity
Excellent verbal and written communication skills in English
