Job Overview:
The Partnership Coordinator (PC) is responsible for identifying and assessing new partners, tracking sub-grant implementation progress, leading the development, drafting, and signing of subgrant/partner agreements, and leading sub-grant monitoring and evaluation. The PC also supports initiatives to enhance local partnership, and the development of local partner capacity, approaches, and processes. The Partnership Coordinator supervises Partnership Managers, and ensures efficient use of human resources, and that there is a coordinated approach to workflow, through planning, guidance on complex issues, and effective communication. The PC reports to the Deputy Director for Grants and Partnerships. The Partnership Team sits in the Grants and Partnership Unit of IRC Ethiopia.
Partnership Coordination & Capacity Building:
In collaboration with the DDGP, the PC builds the Partnership Team’s capacity to institute the IRC global Partnership for Excellence and Results System (PEERS); including establishing efficient and responsive processes, delineating roles and responsibilities, developing sound recordkeeping systems and sub-award management tools, and conducting trainings.
Coordinate the operational, financial, and programmatic monitoring and support of all partners. Lead Project Cycle Meetings, and Partnership internal meetings.
Ensure that sub-award trackers are up to date and quarterly disseminating information (including the tracker) to the Senior Management Team, Partnership Working Group, and relevant departments, as required.
Partnerships/Sub-Grant Processes
Supervise and support Partnership Managers on the implementation of the PEERS system across all areas of sub-award management and documentation requirements.
Ensure that Partnerships Managers hold all Project Cycle Meetings, and that sub-grant agreement terms and conditions are well understood by partners.
Establish partner monitoring schedules per PPCR score and ensure programmatic and compliance monitoring visits take place in coordination with pertinent department staff.
Lead periodic mapping of potential partners for emergency response, with a particular emphasis on local organizations, and update the potential partner tracker periodically, as needed.
Coordinate the organization and facilitation of capacity and risk assessments for potential partners.
Lead and facilitate capacity building of partner NGOs and local community organizations.
Ensure that partners meet all visibility requirements as listed in their subgrant agreements.
Partner Monitoring
Coordinate field monitoring visits to partners; and share regular monitoring schedules with all relevant departments and colleagues.
Coordinate the Partnership Team in securing and reviewing subgrantees’ monthly/quarterly/final narrative and financial reports; share relevant feedback with subgrantees, as needed.
Coordinate with relevant departments to ensure that all reporting templates are updated; and share with sub-grantees on a timely basis.
Documentation and Reporting
Coordinate the maintenance of comprehensive electronic files for all subgrantees (current, past, and potential partners) on OTIS and the Shared Drive, as per PEERS documentation requirements.
Working with the relevant technical teams, coordinating the review of monthly internal reports, compiling and submitting partner reports into overall donor reports, and supporting government reports/agreements as needed/requested.
Carry out data analysis of existing subgrant portfolio and potential future partner commitments.
Strategic Partnerships
In line with IRC’s global objectives lead the process of establishing strong Strategic Partnerships with local partners.
Representation and Special Tasks
Coordinate the work of the Partnership Team to ensure all deliverables are carried out on time and that all products are of high quality.
At the request of the Deputy Director of Grants & Partnership, and/or Senior Management Team, represent IRC Ethiopia at relevant coordination meetings and feedback on important information from those meetings to relevant IRC staff.
Safeguarding Responsibilities: -
Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC.
Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and promote IRC values and adherence to IRC policies.
Educational Requirements:
Bachelor’s degree in social studies or a relevant field from a recognized university
6 years of relevant experience; or master’s degree with 4 years of relevant experience. Strong preference
is given to candidates with previous experience in partnership management, consortium/network
management, or subgrant/partner identification and management.
Proven experience in the coordination of multiple stakeholders (internal and external).
Experience facilitating sub-grants, including proposal review, agreement development, and
monitoring strongly desired.
Familiarity with USG (e.g. USAID/BHA, PRM) and ECHO rules and regulations.
Program development experience, including the development of key project documents such as
logical frameworks, monitoring tools, etc.
Experience designing and implementing capacity-building programs is a plus.
Computer literate (MS Word, Excel, PPT). Budgeting experience is required.
NGO experience in a similar position is preferred.
Good communication and interpersonal skills.

Self-motivated, honest, highly responsible, and punctual.
Ability to work both independently and as part of a team.
Language Skills:
Excellent Amharic and English writing & speaking skills are mandatory, and the most important requirement for this position.
