Activity background
Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges.
Empowered Communities Activity is a USAID funded activity implemented by Project HOPE led consortium that includes JSI, Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization(MCMDO), Progynist, and Family Guidance Association of Ethiopia(FGA-E) Professional Alliance for development (PADet), Meseret Humanitarian Organization (MHO), Illu Women and Children Integrated Development Association (IWCIDA) and Action for Integrated Sustainable Development Association (AISDA) . The activity will be implemented in the next four years between January 18,2024 to January 17, 2028 in five regions of Ethiopia (Oromia, Amhara, Afar, South Ethiopia and central Ethiopia regions). The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. USAID ECA aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.
Project HOPE strives to achieve a higher level of engagement by the community whereby members develop influence and take ownership in the decision-making processes that can improve their own health status. One of the expected result areas is to increase delivery of quality RMNCAH-N services through local NSA health facilities through Improved enabling environment for NSA engagement in the delivery of RMNCAH-N services; increased access to quality RMNCAH-N services in NSA managed health facilities and RMNCAH-N program learning, and innovative ventures enhanced for NSA managed health facilities.
Job Summary
The M&E Officer is responsible for designing and implementing the M&E activities of the project; assisting the M and E Manager in preparing quarterly and annual reports on project progress; monitoring the project activities regularly; developing and maintaining the MIS of the project; and will be responsible for the collection & analysis of different data in relation to the project activities.
Specific roles
Support the development of a comprehensive M&E and reporting system that will enable the collection, documentation, tracking, and reporting of data related to all results levels of the project: outcome, output, and activity.
Develop M&E tools as well as data collection procedures (e.g. project performance tracking and monitoring, indicators, data flow chart, M&E guidelines).
Support and guide the development of indicators, targets, data collection and reporting framework, and performance monitoring plans for all project components.
Systematize and ensure implementation of data quality assurance mechanisms into the M&E framework as well as activities.
Support the development of an automated and interoperable information management system and dashboard to enable the translation of raw data into an interactive visual platform to track real-time progress and inform decision making.
Regularly collect and compile data on targets of each indicator to measure achievement against performance indicators at all levels.
Ensure validity, reliability, precision, integrity, and timeliness of information through quality checks and implementation of corrective actions to improve data quality and accountability of project team including technical assistants.
Maintain and update the M&E platform to ensure that data are readily available.
Compile and analyze data in the preparation of monthly, quarterly, and annual reports as well as ad hoc updates which provide comprehensive insight to the progress, constraints, gaps, and lessons of the project both to internal and external stakeholders.
Support in preparing briefing materials on project performance and status, as required.
Support compliance with reporting requirements, reviewing relevant project documents, work plans, M&E framework, and other relevant documents and providing input as needed.
Support the project management team in coordinating and/or conducting thematic assessments.
Regularly track and analyze progress, challenges, gaps, and lessons learned through implementation.
Support in extracting lessons learned from monitoring, assessments, and evaluations for course adjustment and continuous performance improvement.
Facilitate training to the local implementing partners relevant staff and technical assistants on Monitoring and Evaluation, Performance Management, and on data responsibilities and operational usage of tools developed through the project .
Support capacity strengthening to the local implementing partners based on the gaps identified through needs assessment and consultation.
Work with communications focal person and the project manager to timely update and share project information with internal and external stakeholders.
Attend relevant meetings, participate in communities of practices, and present.
Participate in knowledge management activities and manuscript write-up
Deliver additional tasks assigned by immediate supervisor.
Qualification
Bachelor’s Degree in Social Sciences, Development Studies, Statistics or a related field. A Master’s degree is preferred.
At least 3 years of experience in monitoring and evaluation, preferably in the NGO sector.
Strong knowledge of M&E methodologies, tools, and best practices.
Experience in digital data collection applications such as CommCare, ODK and SurveyCTO
Proficiency in data analysis software (e.g., SPSS, Stata, ) and MS Office .
Excellent communication and report-writing skills.
Strong analytical and critical thinking abilities.
Ability to work independently and as part of a team.
Desired Skills:
Familiarity with project management frameworks.
Experience in capacity building and training.
Understanding of statistical analysis and research methodologies.
Strong organizational and time management skills.
