IOM Ethiopia’s Protection Unit works closely with the Government of Ethiopia, and various stakeholders to contribute to addressing the needs, as well as to promote and uphold the rights, of individuals and their communities. Within the Protection Emergencies programming, IOM’s response forms part of a multisectoral intervention across the country in sectors including inter-alia, Protection, Shetler, WASH, CCCM, Health interventions, and more recently in transition and recovery programming, supporting IDPs, returning IDPs, and host communities. Under the Protection Emergencies programming, IOM is working in a number of zones in the North, East and Southern regions of the country on both man-made and natural disaster-related programming.  This includes operations in both formal camp and settlement sites to provide support to vulnerable individuals, families and community members. This is done through direct assistance, tailored case management, protection and GBV awareness, facilitating access to services, increasing knowledge on rights and entitlements, and promoting community-based protection mechanisms for all affected persons. Additionally, at the policy-level, the Protection Emergencies team supports key ministries and entities in promoting frameworks to further promote rights, access to documentation, and justice mechanisms. Finally, as part of the Protection cluster, and its AoRs, at national and sub-national level, IOM supports inter-agency initiatives and capacity building for all partners and stakeholders.

Under the overall supervision of the Senior Programme Officer (Protection), and the direct supervision of the Programme Officer (Protection Emergencies), the successful candidate will support the coordination of the emergency protection portfolio. This includes proposal development, planning, budgeting, implementation, liaison, communications, and reporting of the protection in emergencies activities in Ethiopia. Additionally, the selected candidate will provide supervision and oversight to the protection teams based in the different field locations, and in coordination with the Programme Officer (Protection Emergencies), lead on other initiatives where Protection programming is engaged.

In particular, he/she will undertake the following responsibilities and accountabilities:

Core Functions / Responsibilities: 

  1. Independently lead and coordinate the implementation of the project; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field. 

  2. Regularly research, follow-up, compile, analyse and present information/data on national, regional, and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.

  3. Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.

  4. Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.

  5. Plan, coordinate and conduct capacity building workshops for relevant internal and external parties. 

  6. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 

  7. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner. 

  8. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects. 

  9. Supervise and provide guidance and training to reporting staff.

Job Requirements

Educational Qualification

  • School diploma with seven years of relevant experience; or,

  • Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 

  • Experience in working with migrants, refugees, internally displaced persons, and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

  • Experience working on Protection, GBV programming and/or with vulnerable individuals or communities in an emergency or post-conflict environment.

  • Experience in humanitarian and/or development programming relating to migration, refugee, and internally displaced persons (IDP) issues.

Skills

  • Excellent interpersonal, cross-cultural and diplomatic skills and the ability to lead and work collaboratively with a diverse team.

  • Ability to apply key protection guidelines and frameworks including, inter alia, IOM’s Gender-Based Violence in Crises (GBViC) Framework and toolkit, Inter-Agency Standing Committee (IASC) Guidelines to ensure effective and quality programming.

  • Ability to lead the design and delivery of effective capacity building on Protection related thematic areas for protection and non-protection teams as well as partners including local government and AoR members.

  • Solid reporting and organizational skills, and ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment.

  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, SharePoint, and PowerPoint.

  • Understanding of IASC humanitarian architecture and global protection initiatives.

  • Sound knowledge of Protection standards.

Languages

  • Fluency in English (oral and written) and Amharic is required.

  • Knowledge of local languages including Amharic, Afan Oromo, Somali, or Tigrinya an asset
