Job Description
Overseeing the implementation of GIS activities at the country level, providing technical guidance and ensuring the correct implementation, monitoring of GIS activities in the project(s) and/or coordination, according to MSF GIS Centre protocols, standards, and procedures, in order to ensure an optimal running of the projects. The role of the GIS manager shall cover the needs of all OCs present if validated.
Being the final responsible at the country level (possibly for all present OCs) for advising, elaborating process, quality control, maintenance, and good functioning of the mission(s) Geographic Information Systems (GIS)
GIS/mapping needs assessment and recommend adapted support/products in close relationship with the different sectors responsible within the missions
Advise, support, and set in place GIS data collection and management
Ensuring the quality of the geographic data produced in order to best contribute to the global MSF repository. Maintaining and expanding the archives and working with the data to create themes and layers for use in GIS and to create analytical products.
Maps production and services supporting medico-operational activities such as logistics, supply, outreach, WHS, security, project and mission coordination, communication and reporting, health promotion, etc.
Manage GIS requests according to operational priorities
Use and promote data & cartography standards within the mission. Contributing to the discussions about ethics and personal data protection within the mission, especially regarding GIS-related data and activities.
Ensuring technical reference for all GIS/technical matters in the projects and providing coaching to GIS staff under his/her responsibility (if applicable).
Responsible for GIS capacity-building needs in the missions. Ensuring that all relevant staff in the mission is properly briefed about the use of GIS tools (GPS devices, smartphones for data collection, Google Earth/MSF Mapper).
Acquiring necessary authorization for mapping and data acquisition at country level and/or local level when needed
GIS Networking with other NGOs and external partners if needed
Ensuring the liaison with the GIS Centre to promote best practices and capitalization processes and ensuring proper communication and liaison with other GIS staff within the region (if applicable).
Participating in monthly reports according to guidelines.
MSF Section/Context-Specific Accountabilities
GENERAL:
Update and maintain security dashboard(s), OCs presence, and areas of control layers
Share weekly reports extracted from the dashboards to operations and logistics teams
Support to outbreak responses including vaccination campaigns (mapping, epi mapping, etc)
Production of reference maps to support outreach activities and operations according to context changes
Production of reference maps to support the outreach activities and operations
Mapping of security incidents
Mapping of Health Facilities and their status
Mapping of morbidities such as Malaria, Acute Watery Diarrhea and Nutrition
Mapping of IDPs
Support to HP activites
Support to Watsan activities. Mapping of water structures
Support to Epi/malnutrition activities
Improve the base map data i.e. roads, villages, etc
GAMBELA
Production of very detailed maps of Kule camp, data collection to enable population analysis such as access to water and health
SOUTH OMO
Mapping of Key population settlement distribution along with updated reference geodata (including movement trends / anthropological data collected) in support of outbreak response strategy
Education - A minimum of a bachelor’s degree in the field of Geographic Information Systems (GIS), geography, data analytics, or related fields.
Experience - Essential to at least two years of working experience in GIS-related activities
Desirable previous experience with MSF or other NGOs, and working experience in developing countries
Languages - Mission language essential - English
Local language desirable
Knowledge - Computer Literacy
Competencies - Geographic information systems L4
Mastering ArcGIS Pro software and AGOL/Portal
Knowledge of Mobile Data Collection Kits (e.g. KoboCollect, ArcGIS Field maps, ODK)
Knowledge of QGIS desirable
Knowledge of the humanitarian data formats and sources
