The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person for the position of ICT Specialist II based in Addis Ababa.

Terms of Employment: Fixed term contract until December 2024 with possibility of extension based on budget availability.

GENERAL DUTIES

• Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

• May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Under the supervision of the ICT Coordinator, ICT Specialist manages and organizes all ICT systems and services at his/her area of responsibility (AoR). A non-exhaustive list of tasks is:

• Provide support for Level 2 ICT Service Requests within the area of responsibility in collaboration with other support teams and ensure compliance with policies that govern the Global Support Model framework.

• Ensure proper maintenance, servicing, and handling of ICT assets including computers, printers, HF/VHF radios, satellite phones, etc.

• Follow-up of ICT projects in the defined area of responsibilities, in coordination with the ICT Coordinator and other relevant departments.

• Under the technical supervision of the ICT Coordinator, participate in planning, deployment, and maintenance of ICT systems such as PABX, data networks, Radio systems (VFH&HF), VSAT, etc.

• Exploit and adapt existing systems, mainly independently.

• Participate in maintaining proper tracking of ICT equipment allocations, conduct regular physical checks, and monitor shipments to and from other ICRC sites.

• Assist in ensuring that the inventory is accurate, comprehensive, and reliable, and that the ICT stocks are adequately managed.

• Support procurement ICT supplies, administration of subscriptions, processing invoices, tracking of incident tickets, and overseeing suppliers.

• Assist with activities related to obtaining or renewing telecommunication licenses and frequencies.

• Provides support to the unit in updating reference documents, writing correspondence, and managing paper documents. 

• Briefs end-users on standard computer systems (hardware and/or software).

• Reports regularly or upon request to his superiors on pending, state of projects, problems, etc. for the sites under his/her responsibility.

• Other duties as assigned.

Job Requirements

Profile:

• Good analytical and organizational skills

• Sense of responsibility and ability to take initiatives and work independently.

• Willingness of self-education in ICT-related fields.

• Excellent communication and interpersonal skills.

• Flexibility and resistance to stress.

• Be able to travel within Ethiopia or abroad whenever needed.

• University degree in Computer Science, Telecommunications or related field from a recognized institution.

• 3-4 years of work experience in a similar field.

• Good knowledge in computer hardware, software, and networks (Windows 8.1 /10, Windows Server 2008R2/2012/2016, MS Office, Web Applications, LAN and WAN).

• Good knowledge in Telecommunications (VHF, HF, VSATs, PBX, Telephony, etc.)

• Competencies in the fields of IT Service Management (ITSM), Project Management, and cybersecurity

• Very good language skill in English and Amharic

• Driving license with experience a big plus
