About CVT
The Center for Victims of Torture (CVT) is an international nonprofit organization dedicated to providing trauma rehabilitative services to survivors of gross human rights abuses, including torture, and works toward a future in which gross human rights violations cease to exist and victims have hope for a new life. We are headquartered in Minnesota, USA with offices in Africa and the Middle East. We work locally, nationally, and internationally through programs that provide trauma rehabilitative services, conduct technical assistance and capacity building to human rights activists, civil society organizations, and local service providers around the world who can prevent and treat gross human rights abuses, and advocate for human rights and an end to gross human rights violations.
General Description of Role
The Human Resources Manager (HR Manager) based in Addis Ababa will report to the Operations Director. Through close collaboration with in-country senior management team for CVT Ethiopia operation, the HR Manager is responsible for establishment, review, and implementation of HR policies and practices throughout CVT Ethiopia operation areas. The position will be based in CVT Addis Ababa office.
Job Responsibilities
Human Resources Policies & Procedures (40%)
Policy Development: Work with senior management and attorney to develop, refine, monitor and implement human resources policies and protocols in line with Ethiopian national labor laws as well as CVT’s country strategy, operational needs, and internal regulations.
Policy Evaluation: Initiate and lead regular reviews of CVT Ethiopian human resources policies and strategies, and solicit feedback from team members to inform and craft fair, transparent, and accountable policies consistent with local law and headquarters employee guidelines
Policy Dissemination: Maintain an accurate record of current HR policies and procedures. Ensure all team members understand applicable HR policies and procedures, and be proactive in providing refresher information and/or in educating staff on any updates and changes. Respond to employee enquiries regarding policies, procedures, and HR manuals.
Legal Compliance: Assess and review compliance with all local regulations and protocols affecting human resource activities for employment of both national and international staff in Ethiopia. Remain current on all applicable laws, legal frameworks, and labor policies. Liaise with and seek guidance from CVT Ethiopia’s attorney as required. Provide consultation with the CD and OD and if needed with the HQ-based PM and HR Director. Ensure local labor law and CVT internal regulations are adhered to in the scope of their responsibilities.
Workforce Management: (30%)
Recruitment
Work closely with the hiring managers to recruit new staff members by researching recruitment sources, developing recruitment strategies, publicizing vacancy notices, and exploring creative relationships in the community for sourcing candidates. Ensure a transparent, timely and efficient recruitment process.
Employee Transitions
Review, create, and/or modify as appropriate effective induction process for new hires. Ensure consistent application of the procedure for all new hires across CVT Ethiopia operation sites.
Employee Relations:
Improve manager and employee performance by identifying and clarifying problems, evaluating and implementing solutions, and counseling team members on approaches to open communications and conflict resolution with mutual respect. Conduct employee surveys and meetings to understand and evaluate team dynamics and promote a positive, responsive, and reflective work culture. Manage staff inquiries and grievances. Conduct investigations and disciplinary review procedures and advise on appropriate outcomes, in collaboration with supervisors. Provide direct support and advise the CD and managers on staff communication to ensure clear, consistent, and transparent communications.
Performance Management
Develop and maintain accurate job descriptions, in close collaboration with managers. Develop and oversee the coordination and monitoring of annual staff performance evaluations, including development goals and work plans, in collaboration with supervisors and AMs.
Promote and monitor staff care and well-being. Model healthy work-life balance practices.
HR Data Management:
Oversee or delegate the establishment and maintenance the systematic production, collection, retention and use of electronic and physical files for all employees. Ensure security and confidentiality of all records. Track and document changes in employment status and employee information in a timely manner. Periodically audit records for accuracy. Regularly update staff list and share workforce statistics with HQ.
Dayforce Migration
Lead HR system migration to Dayforce in Ethiopia. Provide appropriate and timely training for staff on the new system.
Compensation and Benefits
Lead CVT Ethiopia’s effort to create salary scale and plan. Play a leading role in any salary/benefit survey conducted, keep abreast of market trend, keep up to date CVT’s organogram and structures, and strive to create equitable, fair, and competitive compensation package for CVT staff. Lead staff recognition efforts. Negotiate terms for CVT sponsorship with staff attending external training, keep track of staff’s participation, and follow up on their commitment to share the knowledge. Ensure their financial commitment to CVT is documented and reviewed at the time of staff’s departure from CVT.
Expatriate Staffing
In collaboration with senior management in Ethiopia and in HQ, manage work authorization and residency permits process for expatriate staff in Ethiopia, support application for and obtaining NGO visa for all visitors and new expatriate staff, liaise with CVT Attorney or service providers to closely follow up on the progress, and facilitate application for and obtaining camp entry permit as necessary. Keep abreast of leave and insurance benefits for expatriate staff and support when needed.
Lead regular selection process for health insurance.
Teambuilding: (20%)
In a leadership capacity, actively promote and contribute to a principled, fair, creative, and transparent work culture that encourages staff openness, trust, diversity, and engagement.
Staff care: In close collaboration with senior management, devise staff care action plans that elevate morale and support the social, physical, and psychological well-being of staff; develop emergency staff care interventions as a team
Incorporating staff needs and ideas, coordinate teambuilding workshops and activities, and follow-up.
Other Duties: (10%)
Participate in other program and organization-wide activities, meetings and trainings.
Networking: Participate in organization-wide events and activities. Regularly attend HINGO HR working group meetings.
Complete administrative responsibilities.
Perform other duties as assigned.
Supervisor: Operations Director (OD)

Required Qualifications
A Bachelor’s Degree in Business, Human Resources Administration or related field
8 years of experience working in a similar setting for INGOs
Preferred education, experience, certificates, licenses or registrations
A Master’s degree in business, human resources administration, or related field.
Previous HR management experiences, including conceptualizing and implementing management/organizational systems
Experience in complex multi-cultural team dynamics; high-stress, trauma-oriented environments.

Required:
Thorough understanding of labor regulations as well as regulations and policies governing operation of INGOs and expatriate staff.
Ability to provide effective leadership for a team, including skills to manage cross-cultural teams, problem-solve, make sound and implementable decisions, and address disciplinary and performance concerns fairly and timely.

Advanced knowledge of Microsoft Office software with at least one HR management software.
Fluency in English and Amharic.
Ability to consistently promote and represent a humanitarian and human rights understanding of their work internally and externally, including promoting acceptance of differences and non-discrimination.
Commitment to and role modeling of human rights approach including: maintaining respect regarding any sensitive issues such as religion, minority or political affiliation and treating colleagues equally regardless of differences. Strong commitment to serve beneficiaries of CVT’s project regardless their religion, gender, disability, minority affiliation or political background.
Preferred:
Ability to communicate in Tigrigna, Nuer, Agnuak, Agonya, or other languages spoken in CVT operation areas.
Terms of employment:
The contract is effective from August 1, 2024 through May 31, 2025 (60 business days of probationary period) with a possibility of continuation depending on funding availability and performance.
