The Senior Finance Manager reports directly to the Country Director.
Position Overview
The Senior Finance Manager will
Be responsible for managing the financial health of an organization and leads the finance team to ensure financial accuracy and stability.
Be responsible for managing daily financial processes and transactions enforcing compliance with finance-related laws, procedures, and regulations such as tax filing and financial reporting.
Provide direct supervision of finance team, coordinate with Director of Global Finance from HQ to create streamlined accounting processes and provide financial management support to the departments.
Work closely with Sr. Operations Manager and Sr. HR Manager to ensure accuracy of payroll data and inventory and other assets data during monthly close process and any other ad hoc projects.
Work closely with Ethiopia Senior Leadership Team on budget-to-actual and cash monitoring
Financial Administration, Accounting, and reporting
Oversee all accounts, ledgers, and reporting systems ensuring compliance with accounting standards and regulatory requirements. Review and improve processes routinely to ensure efficiency and accuracy.
Manage field office accounting team.
Coordinate with the headquarters finance team and manage the efficiency and accuracy of the monthly financial close process.
Ensure timely and accurate upload of the financial transactions in the accounting System
Ensure that Payment Requests are sufficiently supported by source documents and required authorizations are in place.
Manage country office cash flow forecasting by working in partnership with budget owners and budget managers to assess the financial efficacy of program operations and establish finance and administrative systems to support program operations.
Track the transfer of funds between headquarters and manage accounting and finance records of in-country expenses, including developing tracking and monitoring all financial project activities, and maintaining current project expense data.
Oversee the accuracy of construction and consultancy payments as per the contractual agreements.
Ensure that all financial transactions are appropriately documented, coded, and conform with donor and organization guidelines.
Ensure accuracy and correctness of month-end bank and cash reconciliations in accordance with the organization’s policies.
Managing the payroll function by overseeing payroll processing & ensuring compliance with labor laws and regulations.
Ensure field office financial documents are submitted to the country office every month.
Financial Process and Internal Controls
Provide ongoing financial knowledge training to non-finance units, and field office finance teams to strengthen finance knowledge to ensure financial compliance.
Work with Headquarters to ensure that the appropriate financial controls, tools, and systems are in place and comply with donor policies, IPSAS standards, internal policies, procedures, and regulations.
Travel to field location(s) as necessary and provide oversight to field office financial systems and processes.
Audit and Compliance
Manage External annual audit processes and ensure the report has no material weakness and 20/80 expense allocation is met as per the directive of the Authority for Civil Society Organizations (ACSO)
Coordinate in-country audits and reports to donors and regulatory bodies.
Ensure that all required tax reports to tax authorities (including Income, pension, withholding, and Purchase declaration) are completed, submitted, and archived accurately and on time.
Maintain internal control and safeguards for receipt of revenue, costs, program budgets, and actual expenditures.
Implement payment and procurement protocols, including ensuring proper documentation (both hard and soft copies) and adherence to control
Ensure procurement is handled in line with Splash’s policies and procurement procedures and Ethiopia’s legal (e.g., CSO rules and regulations) requirements
Monitor procurement activities closely to ensure that purchasing decisions are in line with the approved budget.
Actively participate in procurement & tender committees to ensure the organization’s financial & logistic procedures & policies are adhering in each stage throughout the entire procurement process.
Budgeting
Assist the Global finance team in the annual budgeting and planning process.
Prepare monthly budget vs actual expenditures reports to Senior Leadership Team
Prepare quarterly government expenditure reports and reports quarterly to the program strategy team in Addis and to the regional office in Bahir Dar.
Other responsibilities
Staff Management: Responsible for the line management and professional development of direct reports, holding regular 1:1 meetings and undertaking annual appraisal
Work closely with cross-functional teams, including HR, operations, and procurement to streamline processes and enhance collaboration.
Participate in internal and org wide meetings

Qualifications
Bachelor's degree in accounting & finance and related fields, or master's preferably.
At least 5 years of proven work experience as a Finance manager or similar role
Solid knowledge of financial and accounting procedures and IPSAS
Solid technology skills including proficiency in MS Office and some familiarity with cloud-based software.
Professional level of verbal and written fluency in English and Amharic
Excellent analytical and numerical skills
Excellent time management skills
Strong ethics, with an ability to manage confidential data
