JOB SUMMARY
Under the direct supervision of Finance and Admin Director, to support organization’s finance operations unit both Addis Ababa based, and field based, program support, Audit and financial reporting, donor reporting and operationalize finance management and internal control systems for International Medical Corps’ field offices. The position holder will be responsible for overall review of country office transaction list against the vouchers in sample base, handles test of transactions (ToT) and conduct capacity building of the finance team, monitor data entry. The position holder will be responsible to build the capacity of the field finance team with frequent travels to the field offices. She/he is responsible for the budget preparation of the new proposals, prepare monthly pipeline/BVA report and projections with program team and donor reports as assigned by line manager. Works closely with the Finance and Admin Director, Sr. Finance Managers both Accounting and Budgeting & Reporting.

Accounting and Finance Management
Ensure financial policies and procedures are in accordance with IMC and funding source requirements, together with the Finance and Admin Director, roll out key of allocation for all sites’ shared costs timely.
Ensure field finance team entered daily data entry and vouchers are scanned as per the transactions in the ledger and conduct test of transaction (ToT) for each field offices.
Responsible for the checking and review of monthly transaction list against physical document checking and provide feedback to each field offices as well as Senior Finance Managers and FAD in Country office.
Ensure compliance with internal and donor regulations and procedures, establishing finance and supporting function policies, systems, and procedures, and directing or performing their development, documentation, and implementation
Manage and oversee project’s internal and external financial audits, follow up on implementation of audit and compliance review recommendations.
Monitor the daily data entry in the accounting software system in a weekly basis and alert all Addis and field finance team for the data entry completion.
Check the accuracy of the data entered to the system like transaction descriptions, account codes, project ID and expenditure unique code (Ref2 code) correctness in a regular basis.
Work closely with the Country Compliance Manager on the areas that requires finance team participation and areas needs improvement as per his/her Compliance field report.
Covers gaps whenever there required for the field finance staff and recruit field finance.
Work closely with the Financial Control Unit (FCU) regarding the scanned vouchers completeness, test of procurement and financial transactions and others.
Budgeting/Grant Management
Ensure compliance with current budget and spending policies, and propose improved policies and systems regarding spending guidelines, cost savings, cost allocation, and annual planning.
Support the budget and reporting team in the budget preparation, reporting which most importantly on the TM1 implementations.
Ensure that grant finance transactions are coded correctly and flag any coding related issues to respective finance and program team during the pipeline generation and flag the issue during the pipeline meeting.
Support the budget and reporting team on the preparation budget for the government MoU and reports
Work closely with the sr. Finance Manager- budget and reporting on budgeting, donor reports, budget vs actuals reports and donor audits and donor document verification.
To assist and coach field program managers and finance team on the pipeline projections and review process.
Ensure that projections are recorded to TM1 system (budget and reporting system) and work closely with field program team about Pipeline variance analysis justification.
Ensure that monthly Staff work effort matrix is updated with current information and share to respective field office on time.
Work closely with the HR/Admin team on the labor list (employee mapping) update for the TM1 purpose.
Training/ Capacity Building
Determine training needs for field finance, logistics, program, and human resource staff related to the financial management.
Train senior national staff to increase their responsibilities to build capacity and ensure sustainability of programs on finance, budgeting, and related matters.
Suggest and provide trainings in the areas of donor rules and regulations, government regulations, internal policies and procedures and any other areas.
Responsible to travel to all IMC Ethiopia mission field offices and support the field offices, and ensure accountable financial documents transfer to country office on closure of field site offices.
Provide capacity building training to the finance, budget holders and others on the TM1 system and system implementations.
Cover key field finance staff absence on short term basis as may be needed
