Job Description

The SPA II Project Officer will serve as the focal point for the SPA II project at the local program operation level. The role holder will be responsible for ensuring participatory planning, budgeting, and reporting of program activities, while maintaining the required quality standards. The officer will also manage program operations, including crisis response, partnership with community-based organisations, and adherence to organisational policies and frameworks.

Key Activities 

  • Serve as the SPAII program focal person at the project operation woreda/LRP and ensure participatory planning, budgeting, and reporting of the program activities.

  • Responsible for the delivery of the program as per the results framework/logical framework at the grassroots level and compliance with AAE's overall strategy and LRP program priority.

  • Closely work with people living in poverty, young people, women, and marginalised communities throughout the program cycle to ensure their direct engagement, leadership, and ownership.

  • Promote, facilitate, and design systemic digital engagement of young people and provide capacity building.

  • Advocate, facilitate, and support safe spaces for young people, particularly young women, in the LRPs.

  • Ensure deliberate inclusion and leadership of young women in the program.

  • Implement a Human Rights-Based Approach and intersectional feminist analysis in program delivery.

  • Ensure timely planning, regular review, reporting, and follow-up of actions with young people and other stakeholders.

  • Strive to strengthen AAE's position as a strong and strategic partner on young people's, especially young women's, leadership on climate justice at the local level.

  • Identify needs and priorities of young people in the LRP and strengthen their collectives and movements.

  • Ensure continuous evidence generation and documentation to feed into regional and national policy advocacy initiatives.

  • Ensure quality program delivery through adherence and compliance with the organisation's MEAL and program logical framework.

  • Facilitate digital galvanisation of the program for easy access by the youth and link with national and global movements and networks.

  • Build community resilience by assessing, analyzing, and reporting on crisis situations, and design and deliver responses as per AAE's humanitarian signatures.

  • Represent AAE in key strategic meetings at the LRP level.

  • Manage the petty cash of the SPAII program in the LRP, facilitate payments as per the finance policy.

  • Support CBOs as strategic community-based partners, facilitate timely grant transfers, monitor delivery of specific actions, and support timely grant assessment.

  • Implement cost reduction strategies and ensure value for money.

  • Perform other related duties as required. 

Job Requirements

  • BA or MA degree in community development, social work, sociology, anthropology, gender, or other social science fields. Minimum of 3 years' experience with MA or 5 years of experience with BA.

    Essential knowledge and Experience

  • Proven experience in project management.

  • Practical work with young people, marginalised communities, and their agencies and movements.

  • Solid understanding and proven knowledge and skills in community development, gender, human rights, women's rights, livelihoods and climate justice, feminist economy, and good governance.

  • Program flexibility and agility to address the practical and strategic needs of young people, especially young women, excluded communities, and their agencies.

  • Proven experience in teamwork, decisiveness, and successful partnership management.

  • Proven experience of work under pressure and in fragile contexts.

  • Proven digital engagement and social justice and human rights advocacy.

Adherence to AAE’s Safety and Safeguarding policies

Desirable knowledge and Experience

  • Trained and experienced in development approaches, programme quality, capacity building, partnership development, M&E, knowledge generation, Documentation and sharing.

  • Excellent training, communication and interpersonal skill

  • Good in proposal and report writing,
