PSI Ethiopia’s head offices is based in Addis Ababa; in addition to the capital’s headquarters, the operations are run through regional offices located in Oromia, Amhara, Tigray, South and satellite offices in Adama, Desie, Jigjiga towns.   PSI is committed to enhancing access to family planning methods, including the introduction and scale-up of the subcutaneous injectable contraceptive, DMPA-SC (Depot Medroxyprogesterone Acetate Subcutaneous). As part of our ongoing efforts, we aim to support the self-injection of DMPA-SC to empower women with greater autonomy over their reproductive health. This initiative requires the finalization of an introduction plan, development of Monitoring and Evaluation (M&E) tools, and creation of comprehensive training materials.

Objectives

  • The objective of this consultancy is to support the PSI and MOH in the effective introduction and scale-up of DMPA-SC for self-injection by finalizing the DMPA-SC introduction plan and developing M&E tools.

Scope of Work

The consultant will undertake the following tasks:

1. Review and Finalize DMPA-SC SI Introduction Plan

  • Assess the current draft of the DMPA-SC introduction plan.

  • Conduct consultations with key stakeholders, including health officials, service providers, and National Self-care Network/TWG.

  • Incorporate feedback to finalize the introduction plan, ensuring alignment with national health policies and strategies.

  • Facilitate 2 days’ workshop

  • Present the developed national DMPA-SC for SI Introduction plan to the MOH.

2. Draft DMPA-SC SI Monitoring and Evaluation (M&E) Tools

  • Identify key performance indicators (KPIs) to track the progress of the DMPA-SC self-injection program.

  • Draft a comprehensive M&E framework that includes baseline assessments, regular monitoring, and evaluations.

Deliverables

The consultant is expected to deliver the following:

  1. A finalized DMPA-SC SI introduction plan and present to the MOH.

  2. Draft comprehensive M&E tools, including data collection instruments and an M&E framework.

  3. Facilitate 2 days workshop and putting together the feedback and comments from the workshop, summary report.

Duration

The consultancy will be for a period of 10 (ten) days.

Job Requirements

Your Background 

Qualifications and Experience: 

  • Medical Doctor, advanced degree in Public Health, Social Sciences, or a related field with minimum of 10 years of relevant experience.

  • Proven experience in family planning program design and implementation.

  • Expertise in developing M&E frameworks and tools.

  • Strong background in training and capacity building.

  • Excellent communication and stakeholder engagement skills.

  • Demonstrated ability to work independently and meet deadlines.
