CAAP Background

Community in Action Against Poverty (CAAP) is a local organization that has been officially registered by the FDRE Agency for Civil Society Organizations on December 24, 2018, under registration number 4091. CAAP works in the Somali region and focuses on responding to emergencies, development, and promote peace. CAAP’s vision is to create a poverty-free Somali regional state where women are empowered to create a resilient, inclusive, and fair future for themselves, their families, and their communities. Currently, CAAP covers 38 woredas, with a staff of over 100 staff working across the region

CAAP is looking for competent, committed and professional staff to fill the MEAL Coordinator.

Job Purpose Summary:  The MEAL Coordinator is responsible for the WFP GFD Project’s Monitoring, Evaluation, Accountability, reporting, knowledge Management and Learning. The MEAL Coordinator will ensure the use of technically appropriate needs assessment, monitoring and evaluation methods, contributing therefore to improve the quality and effectiveness of GFD Project and will ensure the accountability to the affected population. 

Key Areas of Accountability:

Monitoring, Evaluation, Learning and Reporting

  • Ensure that the GFD Project has a comprehensive, SMT-endorsed MEAL framework in place, which is implemented and monitored effectively.  Measure achievement and progress toward program goals and results through the MEAL Framework

  • Lead the overall project M&E, including output and outcome monitoring, and database management.

  • Design M&E plans that encompass data collection methods, reporting tools, and mechanisms for capturing key information on program outputs, outcomes, and impacts.

  • Monitor the GFD to ensure it meets WFP GFD Standard Operating Procedures (SOPs), reaches target beneficiaries in a timely manner with the correct quantities, and adheres to established timeframes.

  • Conduct regular data quality assessments to guarantee food distribution and beneficiary registration data and other project data adheres to the six dimensions of high-quality data (completeness, uniqueness, consistency, validity, accuracy, and timeliness) to inform decision-making and reporting.

  • Ensure the GFD project aligns with established M&E standards, such as the Accountability Partnership International (HAP-I) Benchmarks, SPHERE standards, and the DEC Accountability Framework, in addition to WFP GFD SOPs and standards.

  • Plan and conduct field visits through various monitoring activities, including live food distribution observations and post-distribution monitoring surveys.

  • Generate frequent monitoring and evaluation progress reports that detail the status of achieved results and implemented improvements.

  • Follow up on M&E findings to ensure corrective actions are taken as needed.

  • Support CAAP management in addressing recommendations arising from monitoring activities, reviews, and evaluations to ensure necessary follow-up actions are taken.

  • Conduct regular reviews and updates to project results frameworks to maintain alignment with CAAP, donor requirements, and the operational context.

  • Design and implement baseline, mid-term, and end-line surveys, as required.

  • Ensure a robust and safe system is in place to manage M&E data and access for programme planning, proposal development, reporting and on-going learning.

  • Facilitate learning workshops to identify successes, challenges, and areas for improvement.

  • Ensure lessons learned, best practices, and success stories are documented and disseminated to partners, donors, and targeted communities.

  • Submit daily, monthly, and quarterly reports encompassing both narrative and quantitative information, including distribution reports, narrative reports, progress reports, and process and outcome/post-distribution monitoring reports.

  • Provide a monthly MEAL report to the Program Manager and SMT

Accountability

  • Ensure that the project has a comprehensive, SMT-endorsed Accountability Framework in place, which is implemented and monitored effectively.

  • Design and implement a safe and accessible Community Feedback and Response Mechanism (CFRM) to ensure beneficiary voices are heard and acted upon

  • Ensure complaint recording, processing, and timely responses within an official database.

  • Validate and disseminate final reports (narrative, monitoring, evaluation, studies, analyses) produced by MEAL and program teams.

Staff Management and Coordination

  • Provide leadership, motivation, technical guidance, and support to the MEAL team, including database management Officer, CFRM staff, etc.

  • Foster MEAL integration within the project through capacity building, technical support, and training.

  • Conduct field visits to provide training, technical assistance, and ensure effective implementation of accountability and learning tools.

  • Contribute to capacity building of implementing partners, adhering to partnership guidelines.

  • Facilitate joint supervisions, review meetings and planning workshops

  • Coordination with government, UN agencies, NGOs, and communities.

Others

  • Comply with all relevant CAAP policies and procedures with respect to child safeguarding policy, health and safety, equal opportunities and other relevant policies.

  • Any other tasks assigned by the line manager that is consistent with the JD and level of responsibility.

Job Requirements

Qualifications and Experience

  • Degree in statistics, economics, monitoring and evaluation, Social Sciences, or other related fields,

  • Minimum of 4 years of experience in monitoring, or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods

  • Full competence of tools for collection, data management and statistical analysis (including ODK, SPSS, SAS, STATA, EPI Info)

  • Skills with Microsoft Excel, Word, PowerPoint, database, data management and internet utilities.

  • Strong knowledge of results-based management principles and practices, accountability framework.

  • Familiarity and experience with real-time management information systems and knowledge management platforms; Information Systems, data management, or GIS background is preferred.

  • Good knowledge of the environment and humanitarian principles

  • Fluency in English and Somali, both verbal and written, required.
