Position:                           Monitoring, Evaluation and Learning (MEL) Officer 

Duty Station:                    Ziquala - WagHimra Zone, Amhara Region 

Duration of Contract:   One-year contract, Renewable (with 60 working days probation period)

POSITION SUMMARY: 

The JEOP MEL Officer will be responsible to handle the MEL tasks of the Joint Emergency Operation. S/he will also be responsible to build the capacity of JEOP program staff on MEAL related activities. The position holder undertakes post distribution monitoring surveys immediately after the completion of the food and cash assistance distribution. S/he will be responsible to ensure the proper documentation of periodic reports in compliance with SMILER guidelines. S/he will also carry out the learning assessment and document the best practices. He/she will also be engaged in Regional Technical Working Group Meeting organized by the donor; participate in baseline and end line surveys and review report from field office.

Principal Responsibilities

Key Result #1 – Capacity Building and Training 

  1. Provide M&E technical assistance to the JEOP program in the collection and analysis of quantitative and qualitative data; 

  2. Organizes training materials on M&E tools, SMILER, DQA, PDM etc. in collaboration with the JEOP MEAL manager

  3. Facilitates trainings and workshops organized at regional and zonal levels for the JEOP program staff 

  4. Trains enumerators who would involve in both paper-based and digital data collection  

  5. Provides induction to newly hired JEOP project staff on JEOP MEAL system

Key Result # 2-Monitoring, PDM and DQA

  1. Conduct joint field monitoring in collaboration with government key stakeholders

  2. Undertakes quarterly post distribution monitoring surveys in all operational woredas

  3. Conducts field monitoring to check whether the planned activities are on the right track or not

  4. Host monitoring team both from head office and consortium lead

  5. Facilitate data quality assurance assessments in all JEOP operations

Key Result #3 – Evaluation and Assessment        

  1. Prepares terms of reference for periodic assessments in consultation with head office MEAL staff

  2. Ensure that grant-funded programs comply with donor monitoring and evaluation requirements for performance measurement and results reporting; 

  3. Undertakes feasibility study of JEOP cash top up for transportation and cash in lieu of food appropriateness

  4. Facilitates and supervise the implementation of JEOP annual result survey

  5. Host external evaluators and/or consulting firms whenever JEOP-NR evaluations done in all operational woredas

Key Result #4 – Reporting and documentation      

  1. Collects periodic JEOP reports from all operational woredas, consolidate and submit to head office 

  2. Analyze PDM survey data and produce reports which s/he is supposed to submit to head office in a timely manner 

  3. Properly documents periodic reports, PDM survey result reports, field monitoring reports, and reporting guidelines 

  4. Follow the reporting guideline, summarize the PDM reports and timely submit to head office

Key Result #5 – Coordination and Networking

  1. Provides monthly updates on the performance of program delivery measurement tools [wl3, smartsheet, & MS dynamics]

  2. Leads the Annual Operation Plan [AOP] preparation of all JEOP Projects

  3. Ensures the proper implementation of Monitoring, Evaluation, Accountability and Learning system as per the donor requirement

  4. Strictly follow the monitoring and evaluation systems stated in the USAID guideline for JEOP and follow the project proposal documents,

  5. Engages in the field visits of emergency response projects as deemed necessary

  6. Closely work with JEOP regional and zonal key stakeholders on MEAL related activities

  7. Perform other tasks as assigned by the supervisor

Job Requirements

Education and Experience

  • BSc/BA in Agriculture/ Rural Development, Sociology, or relevant field of study. 

  • 3 years related experience in a relevant position Preferably in INGO Setting. 

  • Experience in JEOP and other Emergency Response projects

Supervisory Responsibility

  • The position has no Supervisory Responsibilities.

Language

  • Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.

Gender Responsibility

  1. Be aware of the stereotypes about women’s and men’s capacities, and discuss how they influence staff, in assigning responsibility, and in managing resources at unit and organization level.

  2. Be able to describe how gender issues relate to one’s job responsibilities and how gender equity can be promoted through the execution of those responsibilities.

  3. Be familiar with the local Gender Focal Point(s), and go to her/him to learn more about gender issues, or when there is a gender grievance or harassment issue to resolve

  4. Within each project and department, discuss FH’s Gender & Diversity and Sexual Harassment and sexual exploitation Policies, so that all staff are conversant with them.

  5. Refrain from any comments or gestures that indicate prejudicial views of female staff, especially female supervisors.

  6. In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization  and implement the recommendations
