Job Overview/Summary:
The Field Compliance department is independent of all country program management and has no decision-making authority. the Compliance Officer is expected to maintain a professional and ethical demeanor beyond reproach and to always protect confidentiality.
The Compliance Officer discharge her/his assigned work independently with the highest standards of professionalism, integrity competency and consistently with the code of professionalism ethics for compliance and ethics professionals (CECPs).
Conduct documents compliance test in accordance with the agreed country office workplan
Conduct compliance observations concurrent to document test find areas of improvement
Sample review of procurement transactions to ensure compliance with organizational policies and procedures and donor regulations.
Sample review of payroll transactions to ensure compliance with organizational policies and procedures.
Review end-to-end NFI, medical commodities, and GIK distributions tracking and reconciliations
Sample review of recruitments, onboarding, separations, performance appraisals and local handbook manuals to ensure their compliance with organizational policies and procedures, local laws and donor regulations as applicable
Provides advisory services to country management on improvements and engages with other departments to support improvements in internal controls.
Regularly verifies progress made towards compliance recommendations and agreed action plans.
Ensures that recordkeeping of compliance reviews kept on shared file is timely, accurate and complete.
Other responsibilities
• Suggests changes to the policies and procedures and improvements to the systems.
• Assists management with remedying any gaps in internal control.
• Assists Compliance Investigations Unit and country management with investigations upon their request and subject to approval of the Head of Field Compliance.
• Conducts any other tasks assigned by supervisor with the aim of supporting or improving the operations of the Field Compliance department
Typically, 1-2 years of experience , preferably in a similar position
Strong time management , problem solving and follow up skills.
Experience in risk management, compliance and /or audit preferred.
Familiarity with various activity processes (HR, Program management, Finance, Logistics, IT, etc.)
Knowledge and work experience with BHA/ USAID, UNHCR,WFP,UNICEF,EHF,UNFPA, UNOCHA , and other donors)
Strong communication skills and good know- how with excel, word and PowerPoint
Education: University degree in accounting, preferably in business administration
Language skills: Local language and English with solid communication and writing skills
