Position Summary and Purpose

 International Orthodox Christian Charities (IOCC) is looking to recruit an Accountant with finance, logistics and administration responsibilities for an EHF funded project to handle logistics related activities of the project area (purchasing), administering the finance and maintaining proper records of related financial transactions in accordance with the donor guidelines and IOCC Field Operating and Administrative Manual (FOAM). 
Country Overview: International Orthodox Christian Charities (IOCC) was established in 1992 as the official humanitarian organization in North America. IOCC’s global operations are managed from its headquarters in Baltimore, Maryland with field offices in Eastern Europe, the Middle East and East Africa. IOCC began its work in Ethiopia in 2003, partnering closely with the Ethiopian Orthodox Church Development and Inter-church Aid Commission (EOC-DICAC). In its 20 years operating in Ethiopia, IOCC has worked in cooperation with EOC-DICAC, international and local NGOs, and various ministries, including the ministries of Health, Education, and Agriculture, and provided humanitarian and development assistance to communities throughout the country. 

Responsibilities and Essential Functions:  
Financial Services-Processing of Payment Requests

  •  Review purchasing, travel, personnel, and other financial transactions for accuracy; completeness; proper authorization and compliance. 

  • Prepare Payment for preparation of Bank Payment Vouchers.

  •  Check petty cash replenishment requests and facilitate timely replenishments.

Financial Recording/Posting

  •   Classify financial transactions by sub codes, project activity, department/unit, and other sub-analysis codes. 

  •  Prepare Journal Vouchers to correct and/or adjust/update accounting records.

  •  Record/Post Cash Receipts, PVs, and JVs 

  •   File vouchers, bank information (cash supporting documents), financial statements and financial correspondences on a weekly basis.

Financial Analysis and Follow up 

  • Reconcile, balance, and maintain up to date accounting records of advances, purchase orders (PO), and Invoices.

  •  Assist in preparation of bank reconciliations and follow up on outstanding payments as well as outstanding staff advances/receivables on a monthly basis

  •  Monitor balance sheet accounts. 

  •  Assist in preparing the month end financial report package, during external audit and in preparing budget comparison. 

  •  Conduct periodic site supervisions to sub-offices as part of technical support and/or internal control procedures.

  •  Provide required technical support to Regional Offices in relation to Finance, Logistics, and administrative related matters.

Logistics and Administrative Support

  • Collaborate with the programs team to identify the specific project resources and materials needed and ensure that they are acquired in a timely manner.

  •  Support non-engineering related procurement.

  •  Oversee that all procurement forms and files are maintained current and orderly. 

  • Develop a purchase request database to track requests and ensure timely purchases.

  •  Obtain quotations and proforma invoices from suppliers and vendors as necessary.  

  •  In order to transact orders, complete all necessary forms, including: Bid Request, Bid Comparison, Purchase Order, Payment Order, etc.  

Others

  •  Undertakes other related works as required. 

Reports to:  Finance and Administrative Manager (FAM) 

Salary Grade: Junior to Mid Level 

Job Requirement

Minimally Required Education, Experience, and Training: 

  • Bachelor’s Degree in Accounting; or a combination of education and work experience that yields the minimally required knowledge, skills and abilities

  •  Minimum of one year of accounting experience preferably with an international NGO. 

Minimally Required Knowledge, Skills and Abilities:

  • Software Applications: Advanced knowledge of Microsoft Office applications, database and internet applications, including word and excel. 

  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented and consistently accurate, ability to manage stress effectively in a fast-paced environment, and ability to quickly learn new systems, processes and procedures.

  • Confidentiality: Proven ability to maintain confidentiality on work-related issues.

Physical Requirements and Working Environment: 

  • Travel required: 20% or less. 

  • Standard office environment; mostly sedentary position.

  • Frequently works in an office environment and sits at a desk for extended periods of time and requires dexterity to operate general office equipment. 

Infrequent weekend and evening work may be required
