Job Description

Ensure that the organisation's policy goals are transformed into concrete actions and support their teams to achieve the best results for their clients and the public. They oversee the public procurement professionals in the organisation to deliver on their objectives.

Place of work: Head Office Summit main street behind Pepsi soft drink factory. El-hadar Engineering p.L.C.

Duties & Responsibilities

1. Procurement Management:

  • The Department Manager assumes the overall responsibility of the purchasing function by ensuring the acquisition of the right quality and quantity of supplies, at the right time and price and from the right source.

  • Communicate with the various Departments and Projects to plan the procurement of materials so that the operation of the Organization is not interrupted and is run in the most effective way.

2. Local Purchase:

  • Forecasting procurement requirement based on Projects / Departments materials needs and requests.

  • Help the General Manager / Deputy GM Departments on procurement planning and budgeting.

  • Guide / Supervise Local and Foreign purchase and Supply sections and in general the department staff.

  • Work closely with all departments focusing specially with the Engineering and Construction personnel on the materials requirement plan of projects and draw up procurement plans, follow them up, revise and implement them.

  • Maintain and update list of reputable suppliers.

  • Maintain, update pricelist of materials and evaluate quotations accordingly.

  • Undertake pre- and post-purchase cost-benefit analyses of make vs buy, project vs Head Office purchases, credit vs cash purchases and local vs foreign purchases.

3. Foreign Purchasing Responsibilities:

  • Consult the General Manager / Deputy G.M materials availability, least price and quality from abroad as well as in the country.

  • Equipped on the general knowledge about the availability, sole manufacturers and distributors of construction materials. Also, shall be organized and developed Suppliers Database.

  • Submitting or writing inquiry letter to the supplier. The requisition should include a full product description, manufacturer name, model number (where applicable), size and any other special identifying characteristics.

  • Gathering information from the source.

  • Follow up the financial settlement shall be made to the Finance Department and to Bank on time.

  • Organizing and transferring all necessary information to Finance Department for the purchased material cost calculation / valuation.

4. Materials Supply:

  • The Department Manager is expected to ensure the right specifications are indicated on the Material delivery and the right materials are purchased and received.

  • Determine the appropriate payment and material delivery methods.

5. logistic:

  • Selecting carriers and negotiating contracts and rates.

  • Planning and monitoring inbound and outgoing deliveries.

  • Supervising logistics, warehouse, transportation, and customer services.

  • Organizing warehouse, label goods, plot routes, and process shipments.

  • Responding to any issues or complaints.

  • Researching ideal shipping techniques, routing, and carriers.

  • Working with other departments to incorporate logistics with company procedures and operations

6. Property Administration and Stores Management:

  • The Department Managers expected to ensure the proper inventories management and upkeep of property at both the Head Office and Project Sites.

  • He should see to it that the stores function effectively supports the construction function and that proper documentation is maintained.

  • Ensures that the Organization's properties are well kept, safeguarded, insured as well as registered properly.

  • Ensures that materials as well as fixed assets are received and issued with the proper formats.

7. Reporting:

  • The Department Manager is responsible for producing regular and occasional reports on the various activities and events concerning his responsibilities.

  • Ensure that the General Manager / Operation Deputy GM is informed of pertinent issues of the Organization.

  • Compile regular and occasional reports of performance, surveys, and proposals, etc. and present to the General Manager / Operation Deputy GM.

  • Give feedback to projects and subordinates on performance reports.

8. Other General Activities

  • Undertake material study regularly and aware General Manager / operation Deputy

  • GM and department manager on the price and quality of materials.

  • Guide and supervise purchasing & Supply personnel.

  • Chair the Purchasing Committee of the Head Office.

  • Ensures that the purchasing committee meets as per the schedule.

  • Ensure the implementation of purchasing, supply and inventory policies and procedures, propose changes and introduce new ones when necessary.

  • Provide the General Manager / Operation Deputy GM with professional advice.

Job Requirements

  • Qualification: MA/BA in Supply Chain Mgt & Logistic field of study.

  • Work Experience: 8-10 Years or above related work experience.
