  1. Background

The project "Digital Transformation in Ethiopia" is designed to redefine GIZ Ethiopia's approach to leveraging digital technology across our core sectors of engagement, contributing to sustainable development, and mitigating the digital divide. Focused on strategic coordination and capacity building, this initiative aims to create a 'Digital Transformation Center.' This Center will function as a nexus for enhancing synergies among various bilateral, regional, and global digital development interventions, optimizing the impact of our joint efforts with partners.

Within this framework, the digital transformation team will provide expert advice to projects on the design and execution of digital transformation activities and components, ensuring that these initiatives align with the broader ecosystem. As a member of this team, you will engage in cross-cluster collaboration, identifying and capitalizing on opportunities for engagement through the integration of current technologies. This role will allow you to actively ensure that technological advancements are effectively harnessed to enhance the efficiency and reach of our programs and projects. You will play an active role in driving forward our digital profile, aligning it with the strategic objectives of our Ethiopian partners and the needs of our beneficiaries.

As a Geospatial Data & Technology Specialist at GIZ Ethiopia, you will play a crucial role in implementing and advancing geospatial technologies within the "Digital Transformation in Ethiopia" and related projects. This position involves leveraging GIS tools and remote sensing data to enhance decision-making processes and support the development initiatives across various sectors, including agriculture, urban planning, and environmental management

Responsibilities and Duties

Technical Advice for Implementation of Project Activities:

  • Data Analysis and Management: Collect, analyse, and manage spatial data using GIS software and tools. Develop and maintain databases and mapping systems to support the objectives of partners and projects.

  • Project Implementation: Apply geospatial technologies to real-world problems, providing technical solutions that align with the partner and project goals. Work closely with sector specialists to integrate geospatial data into development planning and implementation. Assist projects with geospatial data analysis and provide hands-on support to create complete maps that include proper symbology, legends, titles, north arrows, label items and data sources. 

  • Capacity Building: Develop and deliver training modules on the use of GIS and remote sensing technologies to stakeholders. Enhance partner capacities to use geospatial tools effectively for sustainable development.

  • Innovation and Development: Stay abreast of the latest advancements in geospatial technology and evaluate their applicability to ongoing projects. Propose innovative solutions that enhance data visualization and analysis capabilities.

  • Collaboration and Coordination: Work collaboratively with team members across different clusters to ensure the integration of geospatial data into broader development strategies. Coordinate with external partners to facilitate data sharing and project alignment.

  • Technical Support and Explanation: Provide technical support to project teams and partners, explaining the functionalities and benefits of various geospatial and remote sensing equipment including drones. Assist in the interpretation and application of data collected through these technologies.

  • Reporting and Documentation: Prepare reports on geospatial analysis findings, equipment uses, and project progress. Document methodologies and outcomes to inform future projects and policy recommendations.

Job Requirements

Required qualifications, competencies, and experience.

  • Education: master’s degree in Geospatial Sciences, Geography, Environmental Science, Civil Engineering, or a related field with a strong emphasis on GIS and remote sensing.

  • Experience: At least 3-5 years of professional experience in a similar role, ideally within the development sector or a related field. Proven track record of managing geospatial data, implementing GIS projects, and handling technical equipment such as drones.

  • Technical Skills: Proficiency in GIS software such as ArcGIS, QGIS, remote sensing applications, and operational skills in drone technology and other geospatial tools as well as working experience with programming language R and Python.

  • Analytical Skills: Strong analytical skills with the ability to interpret complex data and provide clear, actionable insights.

  • Communication: Excellent communication skills, both written and verbal, with the ability to convey technical information to non-technical audiences.

  • Languages: Fluency in English and Amharic.

Additional competencies

  • Experience with application of remote sensing applications in a hydrological context, such as runoff models, soil erosion tracking, or water quality assessment.

  • Strong Communication Skills: Ability to articulate complex digital concepts to non-technical stakeholders and to facilitate collaboration between diverse groups.

  • Creative problem-solving skills and the ability to manage multiple priorities under tight deadlines.

  • Passion for technology and innovation, with a keen interest in staying updated with the latest digital trends.

  • Comfortable with a rapidly changing environment, multiple stakeholders, and competing demands. Capable of quickly learning about recent technologies as they emerge.

  • Experience in working collaboratively in a cross-cultural environment. Possessing the ability to mentor and develop other team members is considered a plus.
