We are looking for a Monitoring, Evaluation, and Learning advisor to design and develop an appropriate and viable M & E system to ensure PSI/E projects and programs are performed as planned and bring the desired impact through monitoring, evaluation, research, and documenting lessons learned. The Monitoring, Evaluation, and Learning (MEL) advisor will design and maintain all Management Information Systems (MIS) as well as tracking and reporting of all quantitative program data and consolidate reports for funders and PSI/Washington. The Monitoring, Evaluation, and Learning (MEL) advisor will also be responsible for the introduction and implementation of electronic data capture innovations and for providing program teams and PSI/Ethiopia management with program data to inform decision-making. The MEL Advisor will be responsible for developing and implementing the project’s Monitoring, Evaluation and Learning Strategy/performance monitoring plan, in accordance with PSI, and international best practices. The MEL Advisor will work closely with the COP, DCOP, and project technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decisions, and to provide project updates, as required.

Develop, manage, and implement a monitoring and evaluation system (performance monitoring plan) across all WASH project components that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, implementation science, learning, and adaptation.
Provide training, assistance, and consultation, as needed, on interpretation and use of performance benchmarking measures, indicators, and reports.
Design and deploy innovative electronic data capture, data storage, and data security systems.
Support the program team in data analysis and use.
Design and maintain electronic and paper-based MIS systems for tracking and reporting all quantitative program service statistics and other activity data.
Lead collection of periodic data reports and compilation of narrative reports and submit to COP and DCOP with the technical consultation of Evidence and learning department.
Communicate information obtained through MEL activities to program staff, and external stakeholders, including consortium partners, to enable informed decision making.
Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data.
Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
Prepare the MEL section of the annual work plans, and of review or updates of it, as needed.
Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan.
Oversee or lead baseline surveys and any assessments including mid-term and final evaluations, and the implementation of the MEL system on a day-to-day basis to inform project to inform programming decisions.
Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities.
Lead learning agenda for the project and support integration of evidence into routine practice.
Prepare inputs for regular and ad hoc reports.
What are we looking for?
Advanced degree (Master’s degree) or Bachelor's degree from an accredited university in statistics, evaluation research, social science, public health, international development, or a related discipline required; equivalent experience may be substituted for graduate degree.
Minimum of six (6) years of experience with Master's degree in MEL and research for similar programming or eight (8) years of experience for first degree.
Experience with USAID or other donor funded projects for WASH,
Experience developing trigger monitoring tools, performance monitoring plans and associated data collection tools systems and methodologies.
Demonstrated experience in use of qualitative and quantitative methods for data analysis.
Experience in monitoring and evaluation outcomes and associated data collection tools, systems and methodologies is an added advantage.
Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
Knowledge of statistical programs.
Willingness to travel outside Addis Ababa.
Excellent written, verbal, and inter-personal communication skills in English and Amharic.
Demonstrated ability to work independently with minimum supervision.
Excellent interpersonal skills and good team spirit.
Ability to follow deadlines, accuracy, and attention to detail.
Strong management skills and experience on technical project implementation.
