Job Summary:
The Project Officer will be accountable to Project Manager and is responsible in planning, management and monitoring of construction works. The program focuses mainly on maintaining and ensuring construction of health facilities and other related works where IR is mandated to implement projects.
The principal role of the Project Officer is to do assessment/planning, designing, construction /rehabilitation of health facility structures, plan and monitor the construction or rehabilitation of health facilities and other capacity building of staff and partners and the day-to-day operation of the project constructions. Furthermore, the Project Officer will Assist Senior WASH Officer in maintaining effective operational processes related to procurement of construction materials. The position also requires ensuring WASH integration with education and protection sectors and responsible for planning, implementation and monitoring and evaluation of WASH, education and protection sector construction component at health facilities. This position technically reports to Senior WASH Officer and organize and send formal and informal report to project manager.
MAJOR/KEY RESPONSIBILITIES AND TASKS:
Specific responsibilities include, but are not limited to the following:
In collaboration with other team members, the Project Officer undertakes detail need assessments.
Identify areas where there are needs of construction of health facilities in Doba district and/or health facilities that needs additional construction of blocks or rehabilitation.
Prepare design & details of BOQ, budget estimates throughout the intervention area and forward to the supervisor for review.
Prepares detail health facility physical construction & financial implementation plan.
Plan and monitor labor required for implementation of project response interventions and ensure the proper implementation as per set norms and standards.
Monitoring and follow up of the progress of projects under construction, workmanship, and quality of materials for the contracted construction projects as per the contractual agreement.
Prepare detail specification of materials and their costs of construction to initiate procurement of items and ensure the procurement of quality materials as per the specification.
Follow up of the projects under contract in order to meet the due dates, prepare payment certificates and effect payments as per the contractual agreement.
Works closely with, Zone /Woreda health offices and health center directors towards efficient and effective implementation of the project.
Works in collaboration with IR WASH team, health & Nutrition team and protection team to ensure the construction site and implement as per the client need and safely access
Produces activity progress reports as per the preset reporting schedule and submit to the supervisor and Senior WASH Officer
Prepare brief project related weekly, monthly plan, updates and submit to the supervisor timely.
Takes additional works as assigned by supervisor.
Job Requirement
Formal Education/Qualification and Work Experience
Skills and Competences
Demonstrated practical experience in construction/rehabilitation works
Experience on managing the construction and maintenance of health facilities
Demonstrated experience in managing labor and material at construction site.
Knowledge of Project Cycle management is an asset.
Experience of engineering software’s like AutoCAD and basic computer skill has value.
Flexible and committed to work under pressure.
Having a demonstrated experience to work with government partners and structures is essential.
Demonstrated experience in implementing and supervising construction works
Proficiency in written and spoken English, Amharic, and Afaan Oromo is mandatory.
