Job Description
The Leprosy Mission (TLM) is a leading international Christian Organization having 150 years of experience, active in over 30 countries, working towards the vision of “Leprosy Defeated, Lives Transformed.” The Leprosy Mission International - Ethiopia is registered as an INGO and has the vision of “The lives of people affected by leprosy in Ethiopia are transformed” which is part of the TLM’s global aim of zero transmission of leprosy by 2035. We are active in projects reducing transmission of leprosy, stigma and discrimination.
‘We are able!’ focuses on empowerment, amplifying voices and creating resilience of women and men with disabilities and other marginalized groups, particularly on food security in areas of protracted (long term continuing) crisis. The program aims to strengthen the lobby and advocacy capacity of those that are not heard through community mobilization, strengthening Civil Society organizations (CSO’s) and Disabled Persons Organizations (DPO’s) and engaging public authorities. We are now recruiting for a Program Coordinator role mainly for ‘We Are Able’ project currently implemented by the Ethiopia country office.
Job Purpose:
The Program Coordinator is mainly responsible for Project Cycle Management (according to TLMI—E and consortium partner organization standards), organizational Learning and Change Management, coordinating capacity building activities of DPOs and CSOs on organizational resilience, lobby and advocacy; and coordinating community mobilization programs. S/he ddevelops disability inclusion program agenda for TLMI-Ethiopia to strengthen DPO’s and in particular those DPO’s that include persons affected by leprosy and NTD’s; and drafts the initial program plan for TLM-Ethiopia (resulting in the annual planning for TLM-Ethiopia to start with).
Strategic:
Responsible for Strategic disability mainstreaming programme development of WAA - We are Able! in line with the Theory of Change.
Responsible for implementing TLMIE’s safeguarding policy and guidelines upon WAA programs.
Programme Development:
Alignment to Country Strategy and Approach
Ensure that the programme is consistent with TLMM’s Country Strategy.
Design and develop new disability inclusive project proposals and related budgets. Liaise with donor agencies in relation to funding and development of potential projects.
With the Country Leader, ensure projects go through the consortium’s guideline
Programme Monitoring
Ensure that projects follow the TLM GF Project Cycle Management framework.
Ensure that projects have multi-year plans and budgets with clear results focused on monitoring, quality and impact.
Ensure that multi-year project plans are on track to achieving work plans, goals and objectives.
Gather output data and statistics related to indicators that may be used to measure progresses of projects mainly of the CLRS
Work closely with the Finance team to ensure that WAA project budgets are monitored and funds are appropriately used, there is proper financial control.
Ensure that WAA projects produce quality narrative, financial and statistical reports taking into account reporting formats of donors and the Global Fellowship.
Partners and Stakeholders:
Monitor the quality of stakeholder relationships, needs assessments and partner collaborations, enhancing them where necessary.
Represent TLME at government or national and community level meetings and discussions contributing to technical interactions as required.
Meet with visiting staff from government offices, embassy, consortium partner organizations, DPOs, CSOs and accompany them on site visits.
Develop a strong working relationship with all stakeholders.
Project Learning:
Ensure that processes to facilitate learning from WAA
Lead in reviewing results and recommendations from the program
Develop appropriate communication channels to provide proper feedback
Monitor progress and improvement in learning
Safeguarding
Implement Safeguarding policy, guidelines, Code of Conduct and reporting.
Together with the DSO of TLMI-E, ensure all staff and communities, partners and stakeholders are aware of TLMI-E’s position on Safeguarding and know the right process for reporting incidents.
Conduct safeguarding risks assessment on projects.
To educate staff and communities on the importance of safeguarding and ensure that systems and processes are built with safeguarding best practice in mind.
Capacity Development (Program needs)
Design a workable capacity building package for DPOs and CSOs
Monitor and evaluate the capacity of DPOs with the aim of improving a) service to the community, b) meeting project goals and c) staff learning and growth.
Participate in recruitment and induction of new staff as needed, providing expertise as necessary for shortlisting, interview questions and testing which may be needed for the program implementation.
Facilitate programme staff to implement high quality projects that provide positive impact.
Financial Management and Grant Oversight
Consult with TLMI-E Country Representative regarding best practices for financial administration of project works
Cooperate with Finance and Admin Coordinator to ensure that information related to income and expenses are properly managed and recorded with respect to various projects
Develop and monitor the grant agreements for project partners according to the TLMI-E procedure
Manage changes in the project scope, schedule and costs
Ensure resource availability and allocation throughout communication
Work with TLMI-E Country Representative to revise budgets, as needed (Participate fully in the annual budget process, leading the program budgeting process, and provide ongoing oversight and management of program budgets).
Undertake additional tasks as assigned by the Country Representative

Qualifications and Experience
Post graduate degree in Social Work, Disability studies, Development, Public Health, Project Management, and other related
At least 8 years of relevant working experience, out of which 3 years in supervisory roles specifically in managing and coordinating projects.
Proven expertise in program development and program management
Ability to networking with a wide variety of groups such as stakeholders, government agencies, DPO’s and NGOs etc.
Able to work under pressure to meet deadlines (including over-time) and process information in support of changing program activities as necessary.
Highly developed skills in managing multiple tasks and competing priorities.
Proven expertise in disability inclusion
Expertise in lobbying and advocacy (in particular for disability inclusion) is desirable
