The Opportunity

The USAID-funded Health Financing Activity 2 Program seeks to strengthen the health financing functions and systems to support universal health coverage of quality primary health care (PHC) services for Ethiopian citizens. Project objectives include increasing domestic resource mobilization for enhanced provision of quality PHC services, streamlining pooling of risk-sharing/insurance mechanisms for wider access to PHC services with reduced financial barriers, facilitating strategic purchasing of health services from public and private health providers, and improving governance, management and evidence-generation for health financing reforms and health facilities.

Under the supervision of the Deputy Chief of Party/Technical Director, the Gender Equality and Social Inclusion (GESI) Advisor is responsible for leading the integration and mainstreaming of GESI programming throughout the Program. The GESI Advisor will lead the development of the project’s GESI strategy that will ensure equitable participation and integration of marginalized and underrepresented groups in program design and implementation including women, youth, elderly, people with disabilities, people in conflict-affected areas, ethnic minorities, and people with chronic illness. The position will provide leadership and advice on GESI principles, practical strategies, tools, and training.

The position is based in the project’s headquarters office in Addis Ababa, with local travel as required. Core Responsibilities

  • Lead the development of a GESI strategy informed by existing local evidence on the GESI context, recent and current conflicts, and USAID priorities to integrate GESI into project activities as well as to articulate GESI-specific project activities.

  • Advocate for and advise the project leadership and other project staff on GESI-sensitive and GESI-transformative approaches—inclusive of emerging needs related to conflict—for project work planning and implementation.

  • Contribute to project senior management efforts to ensure that management practices align with Abt’s diversity, equity, inclusion, and access (DEIA) principles; help to build staff capacity on DEIA and facilitate a project culture of respect and inclusivity.

  • Act as point person for GESI integration and facilitate and strengthen engagement and partnerships with relevant government agencies, the private sector, NGOs, CSOs, and other donor-funded health financing projects to amplify the implementation and inform adaptation of GESI strategy.

  • Lead efforts to build the capacity of key stakeholders, partner organizations, regional and local governments, health facilities, CSOs, and private sector partners to mainstream gender and inclusion of marginalized groups within their organizations or agencies and into their workstreams.

  • Serve as the external point of contact for the project with USAID on GESI-related matters and communications.

  • Ensure the integration of GESI-sensitive indicators and strategies into the project’s annual work plan, implementation, monitoring, evaluation, and learning (MEL) plan.

  • Guide MEL team on collection of data on program impact about GESI; ensure that intended and unintended activity impacts are monitored and, if needed, adapted for constant learning and improvement.

  • Work with the project management team to ensure that all consortium partners comply with Government of Ethiopia, Abt Global, and USAID GESI-related regulations and strategy.

  • Prepare donor reports, white papers, case studies, and success stories to promote the project’s GESI strategy and implementation successes.

What We Value

  • A Master’s Degree in Gender studies, Public health, disability studies, International development, or another related field.

  • A minimum of six years of progressive experience in gender and/or social inclusion mainstreaming.

  • Experience working in health financing preferred.

  • Demonstrated application of GESI best practices, including the active inclusion of marginalized groups in program design, execution, and adaptive management.

  • A track record of successful inclusion work with one or more highly relevant identity groups, such as persons with disabilities, ethnic minorities, people in conflict areas, women and girls, and/or youth.

  • Excellent interpersonal skills and demonstrated success engaging with key stakeholders to enhance the adoption of GESI best practices.

  • Knowledge of adult learning principles. Experience designing and delivering training or workshops.

  • Successful experience providing technical assistance to support the integration of GESI issues in donor-funded projects.

  • Demonstrated capacity to lead the collection, analysis, and utilization of data and information from a broad range of sources to ensure effective integration of GESI concerns in project programming.

  • Experience integrating GESI into monitoring, evaluation, and learning plans.

  • Experience working with conflict-affected populations preferred.

  • Experience working in the health sector, health financial protection, and equity in accessing healthcare.

  • Ability to handle multiple tasks efficiently and independently

  • Computer literacy (MS Word, MS Excel).

  • One or more local language proficiency

  • English language proficiency.
