I. Overview

USAID/Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. ESP’S goal is to advance the conditions necessary for peace processes to take root and succeed in local communities. This will be accomplished through community cohesion and stabilization activities so communities can better cope with challenges associated with post- and ongoing conflict environments. These community-led efforts address the immediate needs of the people, shore up local agents and institutions that remain able to respond to community needs while making time and space for higher-level political processes to evolve.

Dexis Consulting Group, USAID/OTI’s implementing partner for ESP, provides the personnel, systems, and technical capacity needed to ensure that the USAID Ethiopia Support Program is operational, grant-ready, and active in activity implementation.

II. Job Summary

Dexis is seeking a Security Manager for a term-based position within USAID’s Ethiopia Support Program. The Short-Term Technical Assistant (STTA) Security Manager will work closely with project leadership, home office management, and program staff to monitor, report, and guide program activities to ensure the safety and security of project staff, participants, and beneficiaries.

The Security Manager will manage daily security functions and assess impacts for program activities,

reporting to the Deputy Chief of Party – Operations. This is a full-time position based in Addis Ababa, Ethiopia, with an immediate start date.

III. Responsibilities

· Manage daily security for staff and facilities at both Addis Ababa HQ and field offices located in Bahir Dar and Mekelle

· Provide updates on daily issues which may impact activities in Addis Ababa and in the regions, including paying close attention to scheduled events and activities to monitor potential security concerns.

· Liaise with other security officers and companies to enhance security awareness.

· Travel to the regions for routine security updates and assessments.

· Provide security, safety and risk mitigation and ensure that project staff complies with project security procedures.

· Monitor and analyze the ongoing threat environment faced by the project and brief the leadership accordingly (ex. daily briefings with Deputy Chief of Party-Operations.)

· Distribute threat warnings to all staff as appropriate. Ensure that appropriate risk migration measures are taken by the project to respond to the threats or changes faced by the project.

· This includes physical protection measures, safe working routines, movement restrictions, protection equipment, and security staff, as required.

· Oversee movement control and coordination for the project, including driver and vehicle deployment and staff whereabouts.

· Oversee any security provider contracted by the project to ensure contractual compliance and performance of their duties, and act as the point of contact with the security provider.

· Report security incidents, violations, and recommended corrective actions, as appropriate, to the DCOP-O, DCOP-P, Chief of Party (COP), and related team members.

· Ensure all new employee/contractor personnel receive appropriate security orientations and briefings.

· Verify that all security systems such as locks, alarms, access systems, and other protection measures are operational or reported to the Office Manager for repair.

· Ensure visitor access and vehicle control systems are effective and appropriate for the threat environment.

· Work with the HO Security Advisor to maintain the project Security Plan in coordination with the DCOP-O and ensure that the contact information is always current.

· Provide a daily briefing and submit a weekly report to the DCOP and/or her designee.

· Be able to assist with after-hours emergency response for the project as required.

· In conjunction with program staff, oversee security threat administration and logistical support to program activities, including program events and activities.

· Perform other duties as assigned.

This position will report to the Deputy Chief of Party- Operations (DCOP-O) or designee.

V. Qualifications

· University degree or a combination of education and equivalent work experience.

· At least 5 years of relevant experience implementing security policies and procedures.

· Experience overseeing security for USAID or other donor-funded programs.

· Demonstrated ability to handle sensitive information and ensure safety and security while under pressure.

· Ability to prioritize and manage a high-volume workload in a fast-paced work environment.

· Strong written and oral communication skills.

· Proficiency in MS Word, Excel and other basic computer applications.

· Experience living and working in Ethiopia.

· Fluency in written and spoken English and Amharic and additional local language is value adding.
