Job Description

sequa gGmbH is a globally operating non-profit development organisation. Since 1991 sequa has carried out programmes and projects of international cooperation in close collaboration with the German private sector. sequa offers know-how and long-term experience in capacity development for chambers and associations (BMOs), vocational education and training, private sector development and trade promotion. The organisation is based in Bonn, Germany. sequa employs more than 100 persons (2022) and reported a turnover of EUR 71 m in 2022.

The Project

GIZ has been commissioned with the implementation of the project “Private Sector Development in Ethiopia” (PSD-E). PSD-E aims to benefit small and medium-sized enterprises, start-ups, and small growth-oriented companies from improved growth opportunities. This shall be achieved by strengthening the performance and private sector orientation of public institutions and other intermediaries, through capacity building (change management), staff capacity building and public-private dialogues. 

sequa aims at supporting Ethiopian Business Membership Organizations (BMOs) such as Chambers, associations, and women-led organizations in defining their roles and functions to improve services offered to companies, establish financial sustainability, and enhance public-private dialogue and interest representation. This will help to create an improved-functioning BMO (Chambers, sectoral associations, women-led business organizations) ecosystem in Ethiopia which can lay the foundation for economic growth and job creation. The intervention will seek to strengthen chambers and associations in Ethiopia in the exercise of their core functions. 

The BMO Academy as one of the major BMO project workstreams aims at strengthening manifold BMOs capacities. Currently, the project is looking for a digital sphere expert and trainer.  

Your Tasks / Responsibilities

A short-term (ST) local expert is required to bring significant value-added to the digital performance of BMOs. 

The following items shall be reflected in training sessions:  

  • Review previous capacity-building interventions and assess the progress of selected 15 BMOs,

  • Bring substantial value and knowledge on digitization, digitalization and digital transformation principles, complementarity and differences, and application opportunities in practice including best practices

  • Perform a survey by developing a questionnaire to assess the digital readiness of selected BMOs with suggestions/recommendations for improvement 

  • Consider Enterprise Resource Planning (ERP) principles as part of the training and triggering efficient BMO performance engagements 

  • Explain the role of digital communication, marketing, and changing patterns in Ethiopian and global business, 

  • Perform practical tasks on BMOs digital readiness,

  • Determine further areas of intervention for BMOs to deliver service for their members in the digital sphere. 

Deliverables 

  • Deliver an inception report with a short methodology on the assignment (training and workshops approach, topics, teaching methods incl. case study), 

  • Develop a questionnaire and perform a survey among selected BMOs (min. 15) on digital sphere/readiness (prior capacity building intervention), and prepare a brief report

  • Prepare slides (training materials) and deliver up to two (one-day length each) training sessions (locations will be decided) with best practice-linked lessons and components integrated into the training

  • Plan an optimal time and conduct online/remote consultation for interested BMOs after two training sessions are completed

  • Deliver the final report on training, applied practical cases, and BMOs digital performance update (survey) report, the online consultation outputs including all relevant annexes.

Location:     Two cities in Ethiopia  

Assignment Period:  It is expected to be implemented within July-September 2024

Your Qualification / Skills                                               

  • University degree in one of the fields of ICT, information management, administrative sciences, statistics, economics, social sciences, international relations, or in the absence of such a degree at least 10 years of working experience in development cooperation, business management, or public administration, 

  • Excellent command of written and spoken English,

  • Demonstrated experience in evaluating and assessing,   

  • Strong communication, reporting (writing) and presentation skills, 

  • Good working knowledge of ICT/IT - communication technologies and computer applications.

Your Working Experience

  • Comprehensive experience in the digital sphere, analysis, international business facilitation, monitoring and evaluation, and organizational development and improvement, 

  • Substantial awareness of training and capacity building, with a proven track record of engagement in organizing and facilitating funding identification methods, 

  • Comprehensive experience in cooperation with Business Member Organizations (BMOs) such as Chambers, associations, women-led organizations, clusters, hubs and/or similar,

  • Deep experience in report and methodologies writing

Proposal Requirements 

  • A detailed expert’s CV in English (max. 4 pages in legible font size),

  • Concise technical methodology,

  • Financial proposal in Ethiopian Birr as a final amount, it must include all relevant and applicable taxes, including VAT or ToT:   

    • The proposal also shall indicate a reasonable number of working days foreseen by the expert to realize the specified/defined scope of work, but should not exceed 10 w/d.

  • Total amount calculated per number of working days, and the amount stated has all-inclusive (The term “All-inclusive” implies all costs (professional fees, communications, preparation, printing, insurance, travels within Addis Ababa, consumables, taxes or similar) that could possibly be incurred by the Expert and task implementation. 

    • Travels during work hours are not calculated as working time,

    • Travel costs outside Addis Ababa and to regions (flight and car travels), daily allowance, and accommodations (as will be required and applicable) shall not be a part of the financial proposal but will be covered by the project upon prior notice, planning and approval. 

  • Only complete proposals (with technical and financial) will be considered, and candidates will be contacted accordingly,

  • All proposal documents shall be prepared in English
