Job Summary:

With a worldwide staff of more than 4,000 people, RTI offers innovative research and development and a full spectrum of multidisciplinary services that meet the highest standards of professional performance.  Act to End Neglected Tropical Diseases (NTDs) program me, is a cooperative agreement through which RTI supports national neglected tropical disease (NTD) programs to reach WHO NTD control and elimination goals through proven, cost-effective public health interventions which span the regions of Oromia, Tigray, Beneshangul-Gumuz and Gambella.
The Procurement and Grants Manager, under the supervision of Deputy Chief of Party, is responsible for providing the overall management of procurement, logistical and grants needs of the Act to End NTDs | East Project in Ethiopia including but not limited to the processes of procurement (local and international), freight forwarding, customs clearance and transport of procured goods, and oversight of Asset and Inventory Management and Control, administrating day-to-day oversight of the project grants. The Procurement and Grants Manager will provide leadership and coordination of the entire procurement, grants, and logistics component in the Project by ensuring compliance with RTI procurement and logistics policies and standard operating procedures (SOPs). 

Duties and Responsibilities:

Procurement Roles (90% LOE):

  • Serve as the primary procurement resource for the project, providing end-to-end execution of all matters of procurement. 

  • Coordinate with the project technical and operations staff to develop and monitor annual procurement plan, supported with budget plan and timetables, to guide procurement process and create efficiencies. 

  • Effectively communicate RTI Procurement Policies and Procedures to staff; guide processes and verify that all procurements are executed and approved in accordance with RTI Procurement Policies and Procedures and applicable client regulations. 

  • Implement appropriate measures and strategies to enhance the quality and effectiveness of procurement process at the project including process enhancement, strategic sourcing, prequalification of vendors, best value analysis in selection decisions within required lead times for a variety of requirements, master service agreements, procurement trackers, etc. 

  • Prepare and issue procurement solicitation documents (Request for Quotes, Request for Proposals or Invitation for Tenders) and negotiate for assigned procurements such as commodities/goods/materials, and services.

  • Coordinate issuance of Short-term Independent Contractor (STIC) & Consultancy Agreements, and local purchase orders in accordance with company policies and procedures.

  • Coordinate the goods clearing and freight forwarding efforts with the RTI Procurement and Logistics and US Office Support Team as required.

  • Maintain complete documentation of procurement files for audit purposes; Ensure procurement folders in SharePoint are complete, well-structured, and up to date. 

  • Conduct procurement training and orientation on a regular basis for new staff. 

  • Ensure compliance with the applicable RTI procurement policies and procedures, and USAID’s rules, and regulation. 

  • Maintain procurement files both hard and soft in accordance with applicable policies and procedures to maintain an audit trail throughout the procurement process. 

  • Supervise direct reports and train them as necessary.

  • Performs other duties assigned by the supervisor.

  • Supervise the day-to-day functions of the Grant Specialist in consultation with the Deputy Chief of Party in the following key tasks.

  • Preparation of the Request for Application (RFA) for submission to Chief of Party (COP).

  • Processing and tracking grant applications up to award phase (including ensuring Agreement Officer’s Representative [AOR]/ Contracting Officer’s Representative [COR] approval).

  • Preparation of grant award package, including the Memorandum of Negotiations (MON), in collaboration with the Technical Monitor.

  • For grants signed in the field, ensure preparation of grant agreement and modifications for signature by the COP (if limited signature authority has been delegated by International Grants, Procurement & Subcontracts (iGAPS) at RTI Headquarters).

  • Performing financial and administrative monitoring tasks to assess grantees' performance and compliance with their award.

  • Reviewing and approving invoices of grantees to ensure expenses are in compliance with the grant agreement, client regulations, and iGAPS policies and procedures.

  • Maintaining grant files, and verifying all grant application documents and certifications

Grant Roles (10% LOE):

Performing closeout of completed grants.

Job Requirements

Qualification and experience requirements:

  • Bachelor's Degree and 10 years of experience, Master's degree and 8 years of experience, PhD and 1 years of experience, or equivalent combination of education in Supply Chain, Finance, and Grant; and experience.

  • At least 5 years of progressively responsible experience managing procurement activities for donor funded program me in Ethiopia.

Skills and Abilities

  • Strong financial and administrative management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting; 

  • Professional training in procurement and logistics management preferred;

  • Knowledge of USAID procurement policies and regulations a plus;

  • Excellent knowledge and strong computer skills of Microsoft Office applications and procurement and inventory control software;

  • Strong organizational, reporting and management skills;

  • Strong Supervisory Skill;

  • Ability to meet deadlines and work independently and cooperatively with team members;

  • Strong verbal and written English communication skills;

  • Ability to build effective relationships with all clients, peers, and stakeholders;

  • Demonstrated success managing and leading operations teams, and collaboration with technical and administrative teams;

  • Experience in general business administration and financial management;

  • Willingness to travel frequently to the field offices;
