Job Description
Urban WASH aims to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. This will be achieved through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster Markets for Pro-Poor and Inclusive WASH Services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors. Urban WASH is being implemented in 10 cities including Adama, Bishoftu, Dire Dawa, Harar, Hawassa, Shashemene, Dessie, Kombolcha, Bahir Dar, and Mekelle.
POSITION DESCRIPTION
The Grants, Subcontracts, and Compliance (GSC) Director will provide control and complete oversight of the project’s grants and construction funds. The GSC Director will work with the chief of party and technical component leaders to design activities that are funded through grants, subcontracts, and local procurements, and executed according to Chemonics corporate policies and FAR, AIDAR, and ADS regulations. The GSC Director will ensure that all grant activities are reviewed and approved by the USAID CO before award and implementation. The GSC Director will also serve as the project’s compliance authority for contracting with non-US firms to implement construction, infrastructure, and community rehabilitation activities under CLIN 002 (Construction).
Provides management and oversight of the contract and grant development, approval, implementation, and close-out processes.
Provides management and oversight of the local subcontract development, tendering, approval, implementation, and close-out processes as related to CLIN002.
Ensures compliance with USAID regulations and policies, Chemonics policies, and project-level guidelines (such as the GUC Manual, EMMP, CIP, etc)
Work with the technical team in preparing proposals to respond to the RFTOP and follow through with the procurement processes concerning CLIN 0002.
Ensures inclusion and mentoring of relevant partners in all processes related to grants and subcontracts.
Monitors individual grant/contract budgets, and overall grant/contract expenditures by city as well as region.
Serve as the project’s authority to ensure compliance with corporate procurement policies and all federal acquisition regulations, including FARs, AIDARs, and ADSs, for all grant agreements and subcontracting arrangements.
Supports the operationalization of construction implementation and management through CLIN 0002 by supporting the RFTOP and award cycle of construction activities including developing a tracking system, overseeing the award and implementation process, and bolstering subcontract oversight. This includes following the policies and guidelines outlined in the project’s construction implementation plan (CIP).
Oversee the organization and tracking of all grant and contract documents in the project office.
Ensure inclusion and mentoring of partners in all processes related to solicitation, review, award, implementation, and close-out processes for grant and subcontract activities.
Build capacity among local Urban WASH grants and procurement managers to effectively award, implement, and monitor grant and subcontract activities.
Work with Grants Manager and Procurement Manager to monitor individual grant and subcontract budgets, audit receipts for expenses incurred under grant and subcontract agreements to ensure costs are allowable and allocable, and seek approvals from technical component leaders on the status of grant and subcontract deliverables before completing the payments to grantees and subcontractors.
Assist TO Directors in tracking expenditures against activity and annual work budgets developing monthly projections, and developing activity trackers and tools as needed to ensure implementation is on track and in line with the approved yearly work plan;
Report consistent and accurate financial data on grant and subcontract activities for both USAID and home office corporate projections.
Manage the development of the project’s grants manual and update it as necessary.
Ensure due diligence that reimbursement requests are valid and allowable.
QUALIFICATIONS
At least seven years of supervisory and management experience, including finance, budget management, or grants/ subcontracts management.
At least five, years of relevant grants/ contracts management experience, including strategic planning, program operations, and systems management.
Demonstrated knowledge of relevant regulations and compliance requirements related to international assistance programs.
Knowledge of construction contracting.
Creativity and analytical capacity to manage grant compliance issues and assist other staff in ensuring the implementation of grant activities.
Proven ability to build and maintain collaborative relationships with donors, grantees, and multiple host-country counterparts.
Experience evaluating grant proposals, awarding funding, managing grants for USAID projects, and contracting with non-US firms.
Language and cultural skills are strong assets; fluency in written and spoken English is required.
DURATION AND LOCATION OF ASSIGNMENT
This assignment will be for approximately one year, beginning on or around September 1, and working five days per week. This assignment will be conducted in Addis Ababa, Ethiopia.
