About the Country Program in Ethiopia

Action Against Hunger’s Ethiopia country office was established in 1985 in response to severe drought and subsequent famine, implementing relief and development projects in Tigray, Amhara and Oromia regions. Action against Hunger currently operates in six regions of Ethiopia (Amhara, Benishangul Gumuz, Gambella, Somali, Oromia and Tigray) and in Addis Ababa city administration responding to different crisis and building people’s resilience through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

With more than 8,900+staff in over 50 countries, last year, we helped 28 million children and their families across 55 countries. We have a country team of over 900 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2023/24 are BHA, ECHO, EU RESET, UNHCR, UNICEF, GAC, GFFO, BPRM, SIDA, EHF, FAO, WFP, CIAA, Dutch Government and others.

Summary of position 

The Roving Food Security, Livelihoods and Resilience Program Manager [FSLR ] will lead and manage a three-year SIDA and Norway Embassy funded food security and climate resilience long term development program  in disaster affected households and communities in Tigray and Oromia regions of Ethiopia. The Roving FSLR program manager will have technical leadership, management, and supervisory responsibility for the overall planning, implementation, coordination and management of the long-term food security and Climate resilience project that will be implemented in these two regions. S/he will provide strategic and operational leadership to the overall technical and programmatic quality intervention, compliance with donor rules and regulations, and the timely submission of all deliverables, including detail implementation plan, monitoring plan, and reporting. S/he is also responsible for budget management and internal control, program reporting and provide technical support to FSL project staffs across the regions. Moreover, s/he serves as ACF technical focal person to coordinate program implementing consortium INGOs and local partners throughout the project implementation period.   

The Roving FSLR program managers role purpose, engagement and delivery are described as follows:

Purpose

The Roving Food Security, Livelihoods and Resilience Program Manager will technically lead, guide and oversee implementation, monitoring the overall management of the Food Security and Climate resilience building program operations in the two regions. S/he provides technical and programmatic guidance in planning, reviewing, effective implementation, coordination with consortium partners including budget management, control and forecasting, project monitoring and supportive supervisionAbove all, the major purpose of the Roving Food Security, Livelihoods and Resilience Program Manager is to ensure program effectiveness and efficiency; Quality program implementation and reporting; provide technical guidance to Food Security and livelihood program managers at base level ; documentation of best practices including identifying and sharing of human-interest stories. S/he is a focal point for donor communication and coordination with consortium and project implementing partners.     

Engagement:

The Food Security, Livelihoods and Resilience Program Manager will collaborate and closely work with other Emergency food security and livelihood teams, Program and operational at capital level. Externally, s/he builds relationship with Consortium partners [DRC and IRC ] ; donors [SIDA, Norway Embassy] and national level government representatives and authorities and with other Humanitarian organizations in the regions ; engaged on food security, livelihood and Climate resilience building interventions. Representing ACF ’s FSLR programs, S/he will actively participate on national level forums/meetings like UN agencies monthly meetings, Food Cluster, Agriculture cluster, DRR/Early warning, Anticipatory action platforms and other coordination meetings. S/he ensures that humanitarian interventions by consortium partners and other agencies including government flagship and poverty reduction programs are aligned with the FSLR program through establishing coordination platforms.

Delivery: 

The Roving Food Security, Livelihood and Resilience Program Manager will organize project execution consistent with program objectives engaging consortiums, counterparts and local Partners and building reputation for quality implementation and reliable delivery in line with donor and ACF’s and donors’ rules, regulations and standards.

Essential Job Duties and Responsibilities 

Program Planning 

  • Collect, Organize and analyze food security and livelihood situation /status in the region and communicate Capital office and notify all concerned as need may arise. 

  • Led and Organize FSL, DRR and PDRA preliminary assessments and identify needs and priorities of the target populations in need of assistance. 

  • Lead, organize and coordinate market assessment, Food Security and Livelihoods Assessments, base line and end line surveys for Food Security and Livelihood development program 

  • Based on past accomplishments and achievements, adjusts program targets, strategies and resources and to ensure appropriate progress toward program objectives.

  • Review and share draft plans with program management team, staff and partners involved in the implementation and incorporate their input into the plan.

  • Submits Periodic plans (technical and financial) as per established schedules to all program stakeholders

  • Ensure participation of all stakeholders during program design, implementation & monitoring.

b) Program Implementation and Follow-up

  • Organizes the implementation process of all set targets planned for the program with consortium, local partners, base level FSL Program managers and other concerned staff working within program departments/section.

    • Ensures that both program operation locations, consortiums and local implementing Partners have updated monthly, and quarterly implementation plans. 

    • Periodically visit field activities and provide formal and informal feedback to the program staff in terms of adequate and inadequate progress as well as recommendations for improved performance.

    • Maintains ongoing communication with consortiums , implementing partners and program stakeholders regarding program progress and challenges.

  • Continuously assesses program’s context, assumptions and changes in the working environment to ensure that the program focus, strategies & activities remain relevant &  to proposed adjustments when needed. 

  • Organize & supervise the implementation of planned activities in collaboration with another department

  • Organize and document regular meetings with ACF staff and consortium organizations to share progress updates, implementation challenges and the way forward. 

c) Program Monitoring, Reporting and Documentation 

  • Establish/strengthen systems to monitor the implementation of project activities as outlined in the detailed implementation plan 

  • Maintain ongoing communication with cooperating agencies and implementing partners on project progress, fund utilization and challenges.

  • Follow up, consolidate and review periodic reports of consortium and local implementing partners and communicate with all concerned 

  • Ensure that reports are prepared & submitted to donors, counterparts on time & in a professional manner

  • Ensure monthly progress reports are consistently captures by ACF system like APR-Activity Monthly Report and reported accordingly. 

  • Regularly collect reports from all program sites, compile and prepare as per the required reporting formats and submit them on time.

  • Work with field coordinator to prepare interim, intermediate and final FSL program reports.

  • Participate on FSL related coordination platforms like National Food Cluster coordination platforms, DRM-ATF and other meetings 

  • Explain the project’s activities & objectives to external stakeholders at National & regional level as needed

  • Facilitate joint field visits with consortium partners, government stakeholders and community representatives 

  • Implement other duties assigned by direct line manager.

D) Internal and external stakeholder management including implementing partners, local government, as well as donor 

  • Facilitate the establishment of technical (implementing) committees as specified in the project document. The technical committee should compose of representative of all consortium members (DRC and IRC)

  • Facilitate regular meetings of the technical committee, set agenda, take minutes, ensure all partners are up to date and inputs are translated to project implementation. 

  • Participate on joint progress review sessions with implementing partners as well as participate in internal ACF learning and review sessions to assess any adjustments needed to the project implementation plans and budget allocations. 

  • Ensure timely narrative and financial reporting is secured from all partners members, in good time for submission to the donor 

  • Proactively identify and raise with line manager any delivery risks related to implementation partners, and work with partner staff to implement action plans to resolve identified issues

  • Proactively identify any required changes to donor-agreed workplans, objectives and/or budgets, working with the FSL -Program Managers, FSL-HOD and Deputy FSL-HOD and implement any revisions as agreed 

  • Ensure compliance with donor procurement and other contractual requirements 

  • Provide formal representation of the project with respect to key signatory government parties, ensure periodic reports are submitted to them on a timely basis. 

  • Ensure that the project is well represented at national food cluster coordination forums, government stakeholder.

Fiscal Responsibility 

  • Budget follow up (BFU) regularly and ensure the utilization of allocated budget in timely manner to ensure accurate and effective use of funds in collaboration with FSL-PMs at base level 

  • Participate on monthly BFU meetings, review and provide timely feedback on budget 

  • Ensure that the budget is implemented in compliance with Action Against Hunger and donor regulations.

  • Review annual financial plans of the program and ensure that these financial plans are implemented in accordance with annual physical/activity plans 

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Job Requirements

Required Qualifications and Professional Experience

  • BA Degree / M.A Degree in Economics, Agricultural economics, Management, Development Studies, Sociology and social anthropology, Geography, DRR, Food Security and Livelihoods. 

  • Eight (8) years relevant professional work experience in humanitarian organizations (NGOs) out of which at least six years in food security, livelihood and resilience building / or Long-term resilience building Programs coordination role for M.A Degree and ten [10]  years for B.A Degree candidates. 

  • Previous experience in managing long term food security, livelihood and resilience building programs 

  • Significant exposure to projects involving networking and multiple partnerships, particularly related to food  and nutrition security; Climate resilience and resilience building initiatives. 

  • Working knowledge of programming in vulnerable environments, including conflict environments

Required Skills & Competencies

  • Computer knowledge; Excellent knowledge of English (written and spoken); report writing skill and ability to respect deadlines; willing to share information and communicate transparently; and capacity to develop and maintain team spirit; and capacity to analyze humanitarian context. 

  • Good knowledge of the intervention area/region 

  • Proven track recording on Food Security, Livelihoods and resilience building programs designing, implementation and management; good technical skill on needs assessment and analysis; project formulation and monitoring, good knowledge in Climate sensitive food security, livelihood and resilience building programs 

  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders and Program implementation consortium NGOs as well as local implementing partners
