The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the security programs and activities of the United Nations System. The advertised post is in Addis Ababa; the incumbent reports to the UNDSS Chief Security Adviser, in Ethiopia.
Position Purpose
Responsible for managing the Security Information and Operations Center (SIOC) and the associated staff members who are assigned to this unit within UNDSS, for all matters of information management, use of computerized and online information processing systems and databases, as well as information collation systems, structures, and analyzes the information collected.
Advises and guides the CSAs/SAs/about Regional and Country specific threats affecting the United Nations:
Prepares briefing materials such as periodic security threat information alerts, notices, warnings, and advisories on security threats for the UN Designated Official (DO) and Security Management Team (SMT)
Participates in the development of procedures for security operations, contributing to the preparation and review of security-related briefs for the CSA and DO related to current/significant events in various areas.
Develops and coordinates security threat information requirements, acquisition, examination, collation, analysis, and dissemination of security threat information to relevant clients:
Analyses trends of security incidents affecting the organizations of the UN System.
Identifies, through field research of threat actors, the operating environment of the UN in liaison with host governments' security interlocutors.
Develop security information requirements for the UN in-country.
Develops security risk assessments, assisting the CSA/DSA.
Researches specific threat factors, and supports activities of the Crisis Management Team responding to specific security incidents.
Prepares early warning reports and indicators on security threats, as a planning tool for the CSA and DO.
Establishes and maintains dialog with local authorities and international institutions for coordination of efforts in the event of natural disasters.
Establishes lines of communication with focal points of UN Agencies, Funds, and Programmes in-country, for coordination of security threat assessment requirements; liaises with the Organizations of the UN System and Member States on the development of security threat information; liaises with field missions' host governments' security interlocutors to inform on threat actors and the operating environment of the UN; communicate with relevant clients to disseminate processed information on strategic assessments on trends of security threats in related regions.
Conducts strategic security threat information liaison visits (SSTILV) to determine if the security threat information management system is functioning properly and in compliance with established Security Analysis Process and Practice Standards:
Participates in Security Cell meetings, comprising security representatives of the UN Security Management System (UNSMS).
Maintains continuing awareness of prevailing security conditions for the region of coverage, developing technical knowledge and awareness of security threat environments, identifying probable threats by preparation of profiles of threat actors impacting the security environment in which the UN operates, and analyzing trends of security incidents affecting the United Nations, advising on potential impacts of threats on the relevant UN staff accordingly.
Participates in the development of procedures of security operations, contributing to the preparation and review of briefs for the UN and other key decision-makers on current/significant security-related events in the designated region:

Participates in the development of procedures for security operations, contributing to the preparation and review of security-related briefs for the CSA and DO related to current/significant events in various areas.
Provides briefing materials such as periodic security threat information alerts, notices, warnings, and advisories on security for UNDSS senior management and Designated Officials on security threats:
Prepares analytical reports on security incidents in-country and the border areas.
Supervises the activities of national staff assigned to information research and database management in the SIOC.
Performs other analytical and research assignments and tasks as directed by the CSA/DSA.
Conducts research and analytical activities as directed by the Threat and Risk Assessment Service and in coordination with the CSA/DSA.
Supervisory/Managerial Responsibilities: Supervises a team of National Staff within the SIOC.
The incumbent will manage the SIOC and its associated staff and is expected to manage their Performance and Ensure Accountability, as well as Build their capabilities.

Required Skills and Experience
Education:
An advanced university degree (Master's degree or equivalent degree) in security management, business administration, political/social science, psychology, international relations, or a related field is required.
A first-level university degree, in combination with two additional years of qualifying experience, may be accepted instead of the advanced university degree.
Experience:
Minimum of five (5) years with a Master’s and seven (7) years with a Bachelor of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required.
A minimum of one year of experience in security, humanitarian, or political information analysis is required.
At least six months of international experience in support of humanitarian operations is required.
UNDSS certification in any of the following is an asset: Security Certification Programme, Security Analysis Process and Practice, Hostage Incident Management.
Language:
Proficiency in written and oral English.
Working knowledge of other UN languages is desirable.
