JOB SUMMARY

Cholera Surge medical officer is supporting and providing consulation for cholera cases at health facility and CTC centers and  implementing overall health and Cholera response intervention of planned project activities in the field site. Provides routine daily monitoring of cholera patients, technical support for Health workers at health facilities and Cholera treatment centers on the day-to-day implementation of prevention and control services, Ensure all activities and services are performed according to national and WHO protocols. Support Senior HER officer in a day-to-day program intervention and prepare and submit reports regularly to immediate supervisor. S/he will also closely work with the Emergency health response officer, HF and CTC health care providers and other program people for the successful implementation of Emergency Cholera response programs.]

MAIN TASKS AND RESPONSIBILITIES

•    [Ensure that the planned activities are implemented according to the work plan within the planned budget with good quality as per the national and IMC standards.
•    Ensure the cholera complications are taken care of at the cholera treatment center (CTC);
•    Perform daily monitoring of cholera patients at the CTC;
•    Ensure all activities and services are performed according to national and WHO protocols.
•    Support the IMC cholera team in the running of the CTC in the Somali region.
•    Support the District Sanitaire of the Somali region with the Oral Rehydration Unit.
•    Be ready to respond to CTC on-duty calls, including late in the night if cholera cases increase and additional staff needed;
•    Help with the technical coaching of the CTC paramedical staff and surrounding health centre staff by conducting educational supervision in close collaboration with the Somali Health District team: participation in the training of paramedical staff on handling/managing cholera cases and ensuring patient oral rehydration is carried out properly both in the CTC and the peripheral health centers.
•    Organize the health statistics collection to issue the periodical reports.
•    Create smooth relations and collaboration with health facilities staff and Government stakeholders.
•    Support and work government health workers, and field staff in the treatment of Cholera cases, support and provide technical support at health facility and Cholera Treatment Centre (CTC). 
•    Perform any other cholera outbreak-related job requested by your supervisor.
•    Coordinate patient screening at the Cholera Treatment Centre (CTC), set up treatment protocol and dispatch the patients;
•    Provide good quality health care at the CTC in close coordination with the rest of the health team;
•    Follow the treatment protocol in use at the CTC;
•    Participate in the data/stats collection for reporting purposes;
•    Ensure universal precautions are adhered to when providing health care at the CTC
•    Willing to Move from one CTC to other CTC where there is high case of cholera.

Job Requirements

•    Strong communication skills, with excellent written and spoken Somali and English.  Advanced proficiency in the use of MS Office, Email, and other computer applications

•    Willingness to work additional hours to meet tight deadlines.
•    Ability and willingness to travel and work in rural areas where the project is implemented.
•    Demonstrated experience and skills in responding any disease outbreaks.

QUALIFICATIONS:

(Training/education/experience/physical demands required) 
•    Bachelor’s degree in Medical doctor/ public health/nursing or related field of study with 4 years of experience in the field. 
•    Experience in emergency Cholera case management and Cholera response program and emergency health response on major epidemic diseases surveillance and epidemic/outbreak investigation and response 
•    Training on Cholera case management, PHEM,
•    Experience in facilitation of training review meetings and workshops.
•    Excellent computer skills, including all Microsoft applications. 
•    Proficiency in written and spoken, Somali and  English. Knowledge of the respective site language]. An equivalent combination of relevant education and experience may be substituted as appropriate.
•    Ability to work independently and under tight deadlines.
•    Ability to develop good team spirit and support field staff
