Job Description

Under the direction of the regional head the Senior Planning and Monitoring Expert plans, organizes, directs and controls planning, monitoring, evaluation and learning activities of the branch;  actively Participate in the development of Standard Operations Procedures and operational guidelines on Planning, Monitoring, Evaluation and Learning and effects their implementation in the region; prepare, coordinate and organize regional branch’s Annual Operational Plan (AOP) preparation; initiate, support to regional branches’ work units and zonal branches on Annual Operational Plan preparation; monitor and takes part in joint and internal evaluation of Programs and Projects; ensure Project Field Monitoring TORs are prepared in line with their respective Project Monitoring and Evaluation plan and have harmonized data collection tools with the indicators to be monitored; organize and coordinate relief items post distribution monitoring of for distributions directly undertaken by the regional branch; ensure CEA is integrated into Regional Branch Plans, implementation and monitoring of Programs/Projects;

 Specific Duties and Responsibilities 

  • Plans, organizes, directs and controls planning, monitoring, evaluation and learning activities of the branch; 

  • Actively Participate in the development of Standard Operations Procedures and operational guidelines on Planning, Monitoring, Evaluation and Learning and effects their implementation in the region; 

  • Actively Participate in the adaption & contextualization of Standard Operations Procedures and operational 

  • guidelines on initiatives that help to ensure the quality of programs’/projects’ quality such as Community Engagement & 

  • Accountability (CEA) throughout the program/project cycle and implements accordingly;

  • Prepare, coordinate and organize regional branch’s Annual Operational Plan (AOP) preparation;

  • Initiate, lead, coordinate and provide technical support to regional branches’ work units and zonal branches on Annual Operational Plan preparation;

  • Ensure the quality of Annual Operational Plan prepared by regional branches’ work units and zonal branches and ensure their vertical and horizontal integration;

  • In close collaboration and coordination with branches’ work units at the regional branch annually compile Annual Operational Plan, consolidated budget and periodic reports of the NS; 

  • Monitor and takes part in joint and internal evaluation of Programs and Projects;

  • Ensure Project Field Monitoring TORs are prepared in line with their respective Project Monitoring and Evaluation plan and have harmonized data collection tools with the indicators to be monitored;

  • Collect, document, incorporate key issues from Project Field Monitoring Reports in to the NS Periodic reports and disseminate for enhancement of organizational learning;

  • Prepare reporting time table and ensure timely preparation and submission of reports to internal and external stakeholders;

  • lead, coordinate, organize and provide technical support to the regional branches’ work units and zonal branches on periodic report preparation;

  • In close collaboration and coordination with regional branches’ work units compile periodic reports of the regional branch; 

  • In close collaboration and coordination with responsible work units’ regional branch and zonal branches organize periodic program review sessions to review the progress of the programs/projects;

  • Undertake, lead and coordinate a joint /field monitoring visits, prepare their reports and disseminate the findings to all relevant stakeholders;

  • Organize and coordinate relief items post distribution monitoring of for distributions directly undertaken by the regional branch;

  • Organize learning forums in the regional branch and takes part in community of practice and blogs to enhance learning within the NS;

  • Effectively utilize technological facilities developed by the HQ develop to support planning, monitoring, evaluation and learning activities;

  • Ensure CEA is integrated into Regional Branch Plans, implementation and monitoring of Programs/Projects;

  • Ensure communities are consulted and feedback is regularly collected and documented to understand levels of satisfaction with the Programs/Projects;

  • Raise awareness of the importance of CEA with staff and volunteers through presentations and briefing sessions;

  • Deliver PMEL & CEA training to staffs, management and volunteers in collaboration with the relevant work units at HQ & at the branch; 

  • Reports periodically its performance to the regional head; 

  • Performs other related duties as may be assigned by regional head;
