Job Description

To manage the overall human resource functions including recruitment, selection, performance management, Training and Development, and succession planning to help achieve the mission and objectives of Dugda Construction through maintaining committed, motivated and skilled work force. As Executive Team member, to jointly be responsible for contributing towards the achievement of the company’s strategic and operational targets and overall business aims.

SPECIFIC DUTIES AND RESPONSIBILITIES

a) HR Strategy, Policies, and Procedures

  • Develop HR strategies aligned with company goals.

  • Conduct manpower planning for optimal staffing.

  • Create HR policies and procedures for performance standards, transparency, and clear roles.

  • Propose improved organizational structures for better performance.

b) Recruitment, Selection, and Onboarding

  • Build relationships with employment agencies, universities, and professional societies for recruitment.

  • Manage the recruitment process to hire qualified candidates.

  • Implement induction and orientation programs for new hires.

c) Training, Development, and Succession Planning

  • Assess training needs in consultation with executives and line managers.

  • Design and develop training programs, or manage external providers.

  • Establish career development and management succession planning.

  • Develop HR staff by providing direction and resources.

d) Performance Management and Appraisals

  • Promote participatory performance planning processes.

  • Design self-evaluation-based performance appraisals.

  • Ensure performance appraisals are conducted according to HR policies.

e) Employee Motivation, Rewards, and Benefits

  • Propose competitive remuneration systems to attract and motivate staff.

  • Manage employee benefits and services effectively.

  • Develop merit-based pay and non-financial recognition systems.

f) Monitoring, Evaluation, and Compliance

  • Conduct periodic personnel audits to ensure compliance with HR policies.

  • Continuously monitor and update policies based on changing circumstances.

  • Ensure compliance with labor laws and collective agreements.

g) Employee Relations and Health & Safety

  • Prevent employee grievances by ensuring fair and transparent personnel actions.

  • Advise managers on adhering to personnel policies.

  • Maintain good relations with labor unions and resolve labor issues amicably.

  • Ensure health and safety requirements are followed.

  • Implement exit management procedures for smooth departures.

h) Facility and Insurance Management

  • Oversee security, cleaning, gardening, utilities, and general maintenance to ensure smooth facility operations.

  • Manage insurance policies and ensure timely renewals.

  • Maintain organized insurance records and databases.

  • Foster relationships with insurance companies and brokers.

  • Ensure timely accident reporting and follow-up.

i) Communication and Documentation

  • Develop internal communication systems and manage external communications.

  • Keep management and employees informed of pertinent issues.

  • Advise managers on communication strategies.

  • Promote a culture of discussion and participation.

  • Establish and maintain documentation systems for various company activities.

  • Ensure safe and accessible document storage.

  • Inform relevant parties about documentation procedures.

j) Reporting and Deliverables

  • Keep the General Manager informed of key organizational issues.

  • Compile and present performance reports, surveys, and proposals.

  • Provide feedback to subordinates on performance.

  • Prepare monthly performance reports, proposals for systems, policies, and procedures, survey reports, monthly HR statistics, and quarterly site visit reports.

  • Perform additional duties as assigned by the General Manager.

Job Requirements

  • MBA or BA degree in management, HR, Business Administration 

  • Strictly above 15 Years relevant experience out of which 5 Years on a managerial position (industrial experience is preferable)
