PATH in Ethiopia is currently implementing various high-impact projects intending to save and improve the lives of the most vulnerable and underserved women and children in the country. Currently, PATH is looking for a level TA for the Oromia region to provide technical assistance for the GAVI /TCA vaccine project activities. The Zonal TAs will be embedded at selected Zones in the Oromia region. The Zonal TAs will report to the regional GAVI/TCA project coordinator based in the Oromia regional health bureau.

The Zonal TAs will work as part of the Zonal technical support team and will provide technical assistance to improve service quality and user experience of immunization services, including bringing a strong gender lens.

Location: 9 zones in the Oromia region (Guji, Borena, Horo Godoro Wollega, Kelem Wollega, East Wollega, North Shewa, West Showa, West Wollega, East Hararige zones)

Key duties and responsibilities

  • Provide support and technical assistance (TA) for the Zonal health department and Woreda health offices on identifying zero dose, reaching and monitoring children in prioritized woredas in high zero dose woredas.

  • Support during micro-planning to identify and map zero-dose children and missed communities in selected high-priority zero woredas.

  •  Provide TA support during multi-age catch-up vaccination campaign

  • Conduct regular follow-up and support in the identification of how many zero-dose children are reached, in each specific priority woredas and provide regular feedback by analyzing local-level data

  • Provide technical support in any demand creation activities specially advocacy by designing tailored materials to the context using local data, and awareness creation to address barriers for RI, including gender-related barriers

  • Provide support in any new vaccine introduction, preparation for Yellow fever introduction, and scale-up of HepB BD.

  • Provide technical support in micro-plan, implementation, and conducting rapid convince surveys during Measles SIAs follow-up campaigns.

  • Support planning, implementation, and monitoring of COVID-19 and HPV vaccinations in conflict-affected areas and other places

  • Support monitor vaccine stock availability at woreda and health facility level.

  • Participate in technical working group meetings regularly and contribute technically and support the region and zones and woredas per the gaps on the ground.

  • Conduct regular field monitoring and evaluation missions as per Zonal guidance to oversee quality implementation of Zonal and Woreda vaccination, communication, and community engagement plans.

  • Contribute to documenting experiences, success stories, activity reports, presentations, and briefs.

  • Serve as a focal person for PATH’s vaccine-related work in the zones.

  • Execute additional responsibilities given by the regional TA and supervisor.

Required qualifications and experience

  • Bachelor’s degree or higher in public health, nursing, and/or another relevant field.

  • Minimum five (5) years for bachelor’s and 3 (three) years for master’s experience in public health programming, and implementation, with at least two three (2-3) years’ experience in the area of immunization and maternal/child health programs including engagement in the vaccine delivery planning, coordination, implementation, and monitoring.

  • Experience in providing TA for government staff.

  • Practical experience in providing on-the-job training, coaching, and mentoring.

  • Proven ability to create and maintain effective working relationships with government and partner organizations and local communities.

  • Proven experience in data analysis

  • Skilled in successfully working with geographically dispersed teams and working in a multicultural environment.

  • Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams.

  • Experience in using Microsoft Office (PowerPoint, outlook, excel, and Word) and statistical packages like Epi info, SPSS, STATA, and other apps like ODK.

  • Excellent written and oral communication skills in English and knowing the local language are mandatory.

  • Excellent analytical, written, and oral communication skills.

  • Ability to travel to Woredas and health facilities, estimated to be about 40%.
