With funding from the German Federal Foreign Office (GFFO) via Caritas Germany, we are launching the Integrated Emergency Response for Drought-Affected Agropastoral Communities Project in the Elwaye and Dubuluq Districts of the Borena Zone in the Oromia region of Ethiopia. To support the implementation of this project, ECC-SDCO is seeking qualified applicants for the following positions.

Position Summary:

The Ethiopian Catholic Church National Office is seeking a proactive and detail-oriented Procurement Officer to support our GFFO/Caritas Germany funded humanitarian project. The successful candidate will be responsible for managing the procurement process, ensuring the timely and efficient acquisition of goods and services necessary for project implementation, while adhering to donor guidelines and best practices in procurement.

Key Responsibilities:

Procurement Management:

  • Facilitate all procurement activities related to the GFFO/Caritas Germany project, ensuring compliance with organizational and donor procurement policies.

  • Develop and implement a procurement plan in alignment with project objectives and timelines.

Vendor Management:

  • Identify, evaluate, and select suppliers, ensuring competitive bidding processes and best value for the organization.

  • Build and maintain relationships with suppliers and vendors to negotiate favorable terms and conditions.

  • Conduct market research to stay informed about pricing trends, supplier capabilities, and new products relevant to the project.

Contract Administration:

  • Prepare, review, and manage contracts for goods and services, ensuring compliance with legal and regulatory standards.

  • Monitor vendor performance and ensure compliance with contract terms.

Budgeting and Cost Control:

  • Work with project managers to forecast procurement needs and manage the procurement budget effectively.

  • Conduct cost analyses to identify savings opportunities and ensure value for money in procurement activities and recommend alternative suppliers and products.

Documentation and Reporting:

  • Maintain accurate and organized procurement records, including purchase orders, contracts, and vendor communications.

  • Prepare regular procurement reports to monitor progress and provide updates to project management and stakeholders.

Compliance and Ethics:

  • Ensure adherence to ethical procurement practices and compliance with GFFO and Caritas Germany procurement guidelines.

  • Conduct periodic reviews of procurement processes to ensure transparency and accountability

Location: ECC-SDCO National Office

Report to: Finance Manager

Salary: As per the scale of the organization

Duration: One year end June 30, 2025 with possible of extension

Job Requirements

Qualifications:

  • Bachelor’s degree in Business Administration, Procurement, Supply Chain Management, or a related field.

  • Minimum of 3 years of experience in procurement or supply chain management, preferably in a humanitarian or non-profit context.

  • Strong understanding of procurement regulations and best practices in donor-funded projects.

  • Proficiency in procurement software and MS Office Suite.
