Job Description

The U.S. Mission in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Public Engagement Specialist (Emerging Voices).\

Start date: Candidate must be able to begin working within a reasonable period (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Travel Required:

25% or less Must be available to travel throughout Ethiopia to support public diplomacy activities. Must be available after regular work hours and on weekends to conduct events and activities as required.

Duties and Responsibilities

The Emerging Voices (EV) Specialist is the leading locally employed (LE) staff advisor for the Mission’s Public Diplomacy (PD) engagement with the EV audience sector, primarily youth, minorities, and others who can influence Ethiopian attitudes toward the United States using new, often digital, communication networks rather than prominent protocol positions or established institutions. Plans, develops, coordinates, oversees, and evaluates the impact of all PD activities, projects, and initiatives to engage EV audience sectors. Tracks trends in emerging networks through direct engagement, research, polling, and statistical analysis and analytics. Designs and recommends PD strategies to connect with EV audience sectors to promote an understanding of and support for U.S. policy and dispel inaccurate perceptions.

This Mission is an OSM 5 or 5+ post, a large Mission located in a country of major importance to the United States. The host country has the highest level of global influence of the vast majority of other countries around the world and its government is a principal player with which the United States interacts in all aspects of pressing multilateral issues.

Job Requirements

  • EXPERIENCE: A minimum of four (4) years of experience is required, with communications, public engagement management, or education/training duties as components of the work. Prior experience in an international, academic, or governmental work environment is required.

  • EDUCATION: A university degree in communications, education, international affairs, American or intercultural studies, or marketing is required.

  • LANGUAGE: Fluency in Speaking/Reading/Writing English is required. Fluency in Speaking/Reading/Writing in Amharic is required. (These will be tested)

Skills and abilities:-

  • Analytic skills: Must have strong analytic skills and the ability to plan and oversee the implementation of PD projects and initiatives designed to move Ethiopian attitudes in positive ways. Must be able to advise PAO and PD FSOs of opportunities to promote Mission objectives.

  • Communication Interpersonal skills: Must have excellent interpersonal and English language communication skills and be able to identify and engage key English-speaking Ethiopians able to shape public opinion. Must have excellent written and oral communication skills in English, including public speaking, writing cables, and reports. Must be able to brief PAO, PD Officers, and other Mission staff on EV-related issues.

  • Management Skills: Strong project management skills are required, including the ability to develop and oversee project budgets and to organize, run, and oversee presentation projects such as workshops, seminars, digital video conferences, panel discussions, lectures, and camps. Must be able to negotiate agreements with partner institutions and manage their fulfillment.

  • Technical Skills: Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of various computer software programs, specifically Microsoft Word, Excel, graphic design and photo editing software, and PD-specific software, databases, and reporting tools is required. Detailed knowledge of and ability to use social media and mobile platforms, photo and video sharing sites, podcast creation, and basic photo and video skills are all required. Must have good numerical skills to be able to develop and manage project and grant budgets; must be able to develop descriptive statistical analysis of target audience composition and measure the impact of EV activities and initiatives.

  • AVAILABILITY: Must be available to travel throughout Ethiopia to support public diplomacy activities. Must be available after regular work hours and on weekends to conduct events and activities as required.
