The Ethiopian Red Cross Society (ERCS) wants to hire employees in the following vacant positions the details of which are mentioned below. 

About the Ethiopian Red Cross Society 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Ethiopian Red Cross Society is seeking a DRM Community Systems Trainer for the USAID Ethiopia DRM Activity. The DRM Community Systems Trainer will be responsible for delivering community systems training in designing, and, promoting the mainstreaming of the DRM in community-based development and sector plans. Will facilitate, operationalize and decentralize the processes for the realization of a paradigm shift from reactive emergency relief to proactive DRM. Lead in institutionalizing the understanding of community roles and responsibilities in disaster preparedness and response, scenario planning, Early Warning (EW), Gender in Emergencies (GiE), and youth and conflict considerations in the DRM cycle. 

This position will be based in Addis Ababa, Ethiopia, and will report to the DRM Planning and Preparedness Lead

Duties and Responsibilities

  • Adapting and incorporating Team RTI’s DRM Capacity Building Library and other donors’ and partners’ courses, such as the EDRMC and EU DDRM WDRP training, to the National Incident Management System (NIMS) e-learning platform. 

  • Support the expansion of the NIMS into higher education curricula, ensuring interoperability of incident command for all participants to implement their roles and responsibilities. 

  • Contextualize execution of DRM modules via local languages and location-specific conflict considerations.

  • Using RTI’s proven adult learning methodologies, develop asynchronous e-learning modules that include interactive, scenario-based exercises (based on Household Economy Analysis (HEA) single-zone and integrated spreadsheets) and synchronous courses (online, hybrid, or in-person) that use hands-on exercises.

  • Incorporate GiE and youth considerations across the scenarios and courses.

  • Support EDRMC to engage partners, like Bahir Dar University and Ethiopian Red Cross Society, to deliver pre-service and in-service training to DRM staff and humanitarian actors. 

  • Liaise and work with the private sector, media, universities, think tanks and research institutions to support DRM systems strengthening and decentralization at local levels.

  • Assist in developing locally owned multi-hazard and disaster response frameworks and identify context-specific/based capacity-building priorities.

  • Facilitate Community Coaching Networks to establish linkages to deliver community systems training and facilitate learning through scenario drills and After-Action Reviews (AARs) in community-based DRM (Mainstreaming DRM in Development and sector plans, Early Warning, Gender-responsive DRM & Emergencies, etc).

  • Plan, organize, and facilitate training sessions for community members on disaster risk management (DRM) principles, practices, and tools.

  • Build the capacity of community members to identify, assess, and mitigate risks, as well as to respond effectively to disasters through training programs and workshops.

  • Create and update training materials, manuals, presentations, and other resources to support community-based DRM training initiatives.

  • Tailor training programs to the specific needs and context of the community, considering local hazards, vulnerabilities, and resources.

  • Encourage active participation and engagement of community members in DRM training activities to foster ownership, empowerment, and resilience.

  • Employ interactive and participatory training methods to enhance learning outcomes and retention among community participants.

  • Evaluate the effectiveness of training programs through monitoring and assessment of participants' knowledge, skills, and behavior change related to DRM practices.

  • Offer technical assistance and guidance to community members on implementing DRM strategies, developing emergency plans, and accessing relevant resources.

  • Facilitate collaboration and networking among community stakeholders, including local authorities, NGOs, and other organizations involved in DRM efforts.

  •  Raise awareness about the importance of DRM within the community and advocate for proactive measures to reduce disaster risks and enhance preparedness.

  • Facilitate integration of more women into the DRM system, through support to We-Action to 

  • deliver GiE workshops to regional and woreda officials, and kebele committee members; 

  • facilitate an annual Women in DRM conference for rising DRM female staff to raise their profile and expand their networks; and 

  • facilitate the establishment of a Women in DRM Working Group in Addis Ababa to serve as an advisory board for gender mainstreaming, and decentralization of GiE approaches. 

Job Requirements

  • Bachelor's Degree and 9 years of experience, Master's degree and 7 years of experience, or equivalent combination of education and experience in international development, development studies, humanitarian assistance, food security, disaster management, data science, GIS, policy study, weather forecasting, earth science related field, Master's degree and 7 years of experience, or equivalent combination of education and experience. 

  • Experience in developing community and/or organizational capacity-strengthening activities.

  • Demonstrated experience in supporting and implementing community resilience actions.

  • Experience in promoting domestic-based DRM resource mobilization.

  • Experience in designing and implementing community-based early warning systems.

  • Excellent management, communication, and organizational skills (attention to detail is required); flexibility and capacity to multi-task.

  • Verbal and written fluency in English is required.

  • Ability to travel and work throughout Ethiopia in difficult terrain/conditions at times.
