Job Description
The Center for Victims of Torture (CVT) is an international nonprofit organization dedicated to providing trauma rehabilitative services to survivors of gross human rights abuses, including torture, and works toward a future in which gross human rights violations cease to exist and victims have hope for a new life. We are headquartered in Minnesota, USA with offices in Africa and the Middle East. We work locally, nationally, and internationally through programs that provide trauma rehabilitative services, conduct technical assistance and capacity building to human rights activists, civil society organizations, and local service providers around the world who can prevent and treat gross human rights abuses, and advocate for human rights and an end to gross human rights violations.
This position is related to a program designed to address the mental health needs of torture and trauma survivors living in Tigray region with Internally displaced Peoples (IDP’s) Locations, in Shire, Axum, Sheraro and Mekelle, of Tigray Regional State, and conflict-affected populations in surrounding areas through direct services and capacity building of IDP’S, host communities and national staff.
General Description of Role:
The Human resource officer is based in Shire, will report to the Area Manager. S/he will provide human resource support for program and administrative activities in Tigray CVT Operational Areas.
The purpose of a human resource officer is to implement delegated area of human resource responsibility and deliver a variety of human resource and administration related activities, including management of staff’s time sheet leave tracking, and insurance follow-up activities. HR Officer will play a key role in ensuring smooth operation of the CVT Ethiopia’s field operation in Tigray, ensuring uniform and correct application of human resources policies and procedures within CVT Ethiopia. HR Officer will also be responsible for an oversight of IT maintenance and tracking.
The responsibilities shall be short and essential. Details belong are listed here below.
1. Human Resources
Ensure implementation of CVT policies, including working hours and workplace behaviors.
Implement disciplinary measures, in consultation with direct supervisors and senior management
Distribute, verify, and collect timesheets for Shire staff.
Ensure tax and benefits are correctly calculated, and the payments are made on time.
Conduct recruitment process, including posting advertisement, drafting job description and contracts, organizing and participating in interviews, and providing orientation for new hires.
Maintain personnel file and keep track of employment contracts for all Tigray staff.
Plan and keep track of staff leave and other absences.
Provide timely recruitments as per Hiring manager requests and policy procedure,
Follow up and coordinate to maintain updated personnel records both soft and hard copies by working closely with operation Assistant assigned for filing team and ensuring that all documents are under a secure lockable cabin. And ensuring documentation in relation to employee's personnel files is recorded timely and properly and kept confidentially.
Supporting on keeping and maintain an up-to- human resources information data on database system as per the format and frequently updated staff list along with all details by gathering all updated information from the HR officers and Seniors.

Update concerned parties on staff accidents at work and take the necessary measures in case of death or terminations to withdraw from eg, insurance, finance, pension fund etc…
Prepare monthly staff list to update the staff list for medical insurance people for validation as per the guideline for Insurance Broker Company, as per the internal guideline.
Follow up with the Insurance assigned Personnel on the staff exit list (termination, resignation, phase out, retirement, etc.), Transfer, and Promotion with the schedule provided and send out updated list as per. Also follow up staff claim complaints from the field office and capital & submit complete documentation to support claim processes with the Insurance service provider.
facilitate the registration of new employees in the pension scheme and, keep a record in their respective personnel file and share the required documents with the Addis office
Generate reports on a yearly basis, on Performance Appraise and follow up with all bases on Employees, Probationary Period, are submitted and reviewed, follow-up with Addis HR Manager for feedback for the purpose of facilitating Merit increment payments.
Keep a staff list and list of ends of probation and end-of-contract dates for employees and communicate with the concerned team/ managers supervisors and to update their contracts and letters as per their assessment feedback.
Provide administrative and clerical support to HR transactions and processes. Prepare, type, photocopy and scan employment-related documentation, such as employment contracts, termination letters, salary technical adjustments letters, materials for staff learning and development events, etc.
Supporting FHO in every aspect that requests my assistant in time of absence or stress of work and so on.
2. Administration
Provide supervision for housekeeper in Shire.
Preform any other duties as assigned by the Area Manager
Generate Operative of Administrative and clerical support to HR transactions and processing a timely manner

Terms of Employment: the contract is effective from September 1 ,2024 through August 30, 2025 depending on funding availability.
University degree in, Human resource Management, management or business administration, or equivalent.
Minimum 5 years of experience working in a similar setting for INGOs required.
Experience from working as a human resource officer a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Ability to work independently and in a team of diverse backgrounds.
Excellent communication, organizational, people management, and analytical skills.
Detail- and result-oriented, self-starter, adaptable, and committed to humanitarian work.
Context/ Specific skills, knowledge, and experience:
Candidates with human resource management, benefit and compensation management are desired.
Knowledge of the context in the Tigray Area Offices and Mobile locations.
Willing to travel to remote project locations, ability to work flexibly including weekends.
