Note: This is a new position with responsibility for Sudan only. 

Under the supervision of the Head of Development Cooperation in collaboration with the Political and Public Affairs Counsellor at the Embassy of Canada and in close consultation with the Sudan team at the Embassy and at Global Affairs Canada (GAC) in Ottawa, the Senior Development Officer supports programming and project management as well as analysis and reporting on Canada’s bilateral relations in Sudan. The Officer participates in the identification, planning, implementation, monitoring and evaluation of bilateral programs and projects in Sudan. The Officer may also support Canadian multilateral, partnership or humanitarian assistance programming, where appropriate.  The role coordinates with other stakeholders, including government, civil society, non-governmental organizations and other donors. The Officer represents the Government of Canada at events, participates in policy dialogue, and maintains a network of contacts and a knowledge base in support of the bilateral relationship and Canadian development programming. The incumbent also performs other duties as required, for example; providing support to official and/or high-level visits.

Job Requirement

Candidates will be required to provide proof of the completion of their education.

  • Bachelor’s degree (or equivalent post-graduate level) in a relevant field from a recognized university

Language:

  • Advanced level of English (spoken, written, comprehension)

  • Advanced level of Arabic (spoken, written, comprehension

Experience:

  • Minimum of three years of experience managing complex international assistance programming.

  • Minimum of three years of experience conducting or leading complex research and/or analysis of trends and developments related to international assistance and/or bilateral relations.

  • Experience building and maintaining a professional network.

    Note: Complex is defined as a strong capacity to work in a fast-paced environment, on multiple files comprised of various elements, and with a variety of internal and external stakeholders.

RATED REQUIREMENTS

  • The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

  • Knowledge of international assistance trends and socio-political situation in Sudan.

  • Knowledge of Global Affairs Canada’s international assistance and foreign policy priorities.

  • Strong knowledge of Microsoft Office tools (for example, Excel, Word, Outlook).

Competencies:

Abilities: 

  • Ability to analyze, plan and manage all aspects of project and program management

  • Ability to establish and maintain a network of relevant contacts.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Experience working on international assistance programming and priorities in Sudan.

  • Experience working on foreign policy priorities in Sudan.

  • Experience in results-based management.

  • Experience leading and/or participating on committees and working groups related to international assistance or foreign policy.

  • Experience leading a project team and managing project resources.

  • Working knowledge of French (spoken, written, comprehension)

  • Master’s degree from a recognized university.

Operational Requirements:

  • Working hours 37.5 hours per week over a 5-day work week.

  • Ability to work overtime occasionally outside normal working hours.

  • Ability to travel on occasion within Ethiopia and internationally

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

– Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
