The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
Position Description
Ethiopian Red Cross Society is seeking an Early Warning/Early Action (EW/EA) Specialist for the USAID Ethiopia DRM Activity. The EW/EA Specialist will be responsible for the implementation of effective and responsive multi-hazard early warning systems (MH-EWS) and anticipatory action-related activities by the program to mitigate the impacts of hazards and subsequent disasters in Ethiopia.
This position will be based in Addis Ababa, Ethiopia, and will report to the DRM Coordination Lead.
Your primary responsibilities will include but not be limited to:
Facilitate/foster collaboration, facilitate knowledge exchange, and implement the activity-funded MH-EWS roadmap for enhancing the nation’s resilience against diverse hazards.
Lead in the review and reporting of the lessons learnt in the implementation of the enhanced multi-hazard early warning system and anticipatory actions in Ethiopia, drawing from collaborative insights gathered during the assessment and the after-action reviews.
Establishing collaboration, fostering opportunities, and creating platforms for stakeholders to exchange experiences, challenges, and innovative solutions for effective EW/EA.
Lead in planning, organizing, and executing activity workshops on stocktaking of Multi-Hazard Early Warning Systems and Anticipatory Actions in Ethiopia, and of sharing learning with all stakeholders.
Preparing detailed reports that encapsulate the assessment of outcomes, and, mapped inventory of best practices and participant feedback on the effectiveness of implementing anticipatory actions.
Conduct comprehensive risk analysis to identify potential hazards, vulnerabilities, and triggers that could lead to humanitarian crises or disasters.
Develop and maintain early warning systems that utilize data, technology, and community feedback to provide timely alerts and information on emerging risks.
Design and implement early action plans that outline response strategies, triggers for action, responsibilities, and resource requirements to mitigate risks and reduce the impact of disasters.
Coordinate with relevant stakeholders, including government agencies, NGOs, UN agencies, and local communities, to ensure effective collaboration in early warning and early action initiatives.
Build the capacity of staff, partners, and communities in early warning and early action mechanisms, including training on data collection, analysis, and response protocols.
Monitor the effectiveness of early warning systems and early action plans, evaluate their impact on reducing risks and enhancing preparedness, and provide recommendations for improvement.
Advocate for the integration of early warning and early action approaches into national and regional disaster risk reduction policies, strategies, and programs.
Document and share best practices, lessons learned, and success stories from early warning and early action interventions to inform future programming and decision-making.
Explore innovative technologies and approaches to enhance early warning and early action capabilities, such as using artificial intelligence, remote sensing, or mobile applications.
Provide technical support during emergency response operations by leveraging early warning data and analysis to inform decision-making, resource allocation, and response prioritization.

Bachelor’s Degree and 9 years of experience, Master’s Degree and 7 years of experience, or equivalent combination of education and
Experience in international development, development studies, humanitarian assistance, food security, disaster risk management, social sciences or related field
Knowledge of early warning and early action, anticipatory action planning and humanitarian programme cycle.
Familiarity with the specific context of Ethiopia, including climate-related risks, hazards, and existing early warning mechanisms.
Excellent communication and organizational skills (attention to detail is required); flexibility and capacity to multi-task.
Verbal and written fluency in English is required.
Ability to travel and work throughout Ethiopia in difficult terrain/conditions at times.
