Job Description

The Procurement Manager at East Africa National Distribution Share Company (END S.C.) is responsible for overseeing and managing the procurement process of goods and services essential to the company's operations, particularly in the distribution of cement, construction materials, and related products. The role involves developing procurement strategies, managing supplier relationships, and ensuring that procurement activities align with the company’s strategic goals. The Procurement Manager ensures the timely and cost-effective acquisition of quality goods and services, fostering relationships with suppliers, and maintaining a transparent procurement process.

Duties and Responsibilities

1. Procurement Strategy and Planning:

  • Develop and implement procurement strategies that align with the company's business objectives and ensure cost-effective purchasing.

  • Conduct market research and analysis to identify potential suppliers, assess their capabilities, and understand market trends.

  • Establish procurement plans based on business needs, inventory levels, and demand forecasts.

2. Supplier Management:

  • Identify, evaluate, and select suppliers who meet the company's standards for quality, delivery, and cost-effectiveness.

  • Negotiate contracts, terms, and pricing with suppliers to secure the best possible terms for the company.

  • Develop and maintain strong relationships with key suppliers, ensuring long-term partnerships and reliable supply chains.

3. Procurement Process Management:

  • Oversee the end-to-end procurement process, from requisition to purchase order creation, supplier selection, and contract management.

  • Ensure that all procurement activities are conducted in compliance with company policies, industry standards, and legal requirements.

  • Implement and maintain procurement systems and tools to streamline processes, improve efficiency, and enhance transparency.

4. Cost Control and Budget Management:

  • Monitor procurement expenditures and manage the procurement budget to ensure cost-effective purchasing and avoid overspending.

  • Identify opportunities for cost savings through strategic sourcing, bulk purchasing, and supplier negotiations.

  • Regularly review and analyze procurement data to track spending patterns, identify cost-saving opportunities, and make data-driven decisions.

5. Risk Management and Compliance:

  • Identify and mitigate risks associated with the procurement process, including supply chain disruptions, vendor reliability, and market fluctuations.

  • Ensure compliance with all relevant regulations, standards, and ethical practices in procurement activities.

  • Maintain accurate and up-to-date records of all procurement transactions, contracts, and supplier performance evaluations.

6. Team Leadership and Development:

  • Lead, mentor, and develop the procurement team, fostering a culture of collaboration, efficiency, and continuous improvement.

  • Conduct regular performance evaluations for procurement staff, providing feedback and setting goals for professional development.

  • Manage team workload, ensuring that procurement activities are adequately resourced and efficiently executed.

7. Collaboration and Communication:

  • Work closely with other departments, such as logistics, warehouse management, finance, and operations, to ensure seamless coordination of procurement activities with overall business operations.

  • Communicate effectively with internal stakeholders to understand their needs and ensure that procurement aligns with business goals.

  • Provide regular reports to the Chief Supply Chain Officer on procurement performance, including key metrics and areas for improvement.

Job Requirements

Education:

  • Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, or a related field.

  • Professional certification in procurement is highly desirable.

Experience:

  • A minimum of 5 years of experience in procurement management, preferably within the construction materials, manufacturing, or related industries.

  • Proven experience in developing and implementing procurement strategies, managing supplier relationships, and leading procurement teams.

  • Experience with procurement systems, contract management, and vendor negotiation.

Knowledge, Skills, Competence:

  • Deep understanding of procurement principles, practices, and processes, including strategic sourcing, supplier management, and contract negotiation.

  • Knowledge of the cement, construction materials, and related industries, including market dynamics, supply chains, and regulatory requirements.

  • Familiarity with procurement software and systems, as well as best practices for managing procurement data and analytics.

  • Strong negotiation and contract management skills, with the ability to secure favorable terms and manage supplier relationships effectively.

  • Excellent analytical and problem-solving skills, with the ability to assess market conditions, evaluate supplier capabilities, and make informed decisions.

  • Effective communication and interpersonal skills, with the ability to collaborate with internal stakeholders, lead teams, and manage supplier relationships.

  • Ability to develop and execute procurement strategies that align with the company’s broader business objectives and deliver cost savings.

  • Strong leadership and people management skills, with the ability to motivate and develop a high-performing procurement team.

  • Commitment to ethical procurement practices, compliance with regulations, and transparency in all procurement activities.
