JOB SUMMARY
The IMC Roving Logistics Manager works at the direction of the IMC Country Logistics & Supply Chain Director. The primary function of the Roving Logistics Manager is the overall management of IMC Ethiopia's logistical systems, Field support, Capacity building, Training, Controls, and Gap filling for Field office staff. The Roving Logistics Manager Will Implement IMC policies, procedures, and guidelines. He/she will have responsibility for all matters about local procurement, contracting, warehouse management, vehicle/fleet management, asset management, distribution support and make sure all IMC field Office's Weekly, Monthly, and quarterly reports are sent to CO Logistics after reviewed for consistency and accuracy. The IMC Country Roving Logistics Manager is the direct supervisor of the junior officer. Specific responsibilities include, but are not limited to:
Technically Supervise all field office senior logistics Officers and Logistics Officers by organization policies and procedures, ensuring that they have the necessary induction, training, and support, as required. Maintain periodic training to strengthen their management skills and proper usage of implemented logistics procedures, rules, and regulations. Provide assessment and reports of the job performance evaluations of logistics personnel
Supervise, manage, and coordinate all logistics and procurement-related activities from the technical and management point of view for all IMC Field Offices.
Provide thorough assessments of all logistics issues in emergency and development situations (airports, trucking fleets, warehousing, access routes, etc.) and continue assessments to note relevant changes.
Ensures all IMC Field offices timely report of Gift-in-Kind (GIK) received including APP
(Gift in Kind Approval Form) and BEE (Booking Eligibility Evaluation form) is filed by program staff before receiving the GIK once the GIK is received make sure the inventory abbreviation is requested to HQ the GIK received has invoices that indicate the price, Waybill, donation letter, and GRN so that it will be Booked as GIK based on IMC policy and procedures.
Make sure the LMR, LQR reports from all field offices are verified and reported promptly to CO Logistics
Coordinates the field offices’ Logistics reporting system (Warehouse, Asset & GIK, and Fleet) , ensuring quality and timely submission to CO.
Liaise between the Country office and field teams as the position is required to make frequent travels to field offices
Ensure timely reporting on stock status and assist Program staff with planning of stock replenishment and perform spot checks for available stocks in Field warehouses.
Oversee the team of end-use monitors to verify that distribution has occurred according to the intentions and plans of the donors, IMC, and project partners.
Negotiate and verify adherence to conditions and terms of the commodity transport contracts.
Ensure all procurement tasks have followed the required compliance for all Field offices.
Ensure all the Field WH requirements are always followed, and appropriate compliances are met and ensure accurate recording and filing systems are implemented
Ensure the asset management requirements have been put into practice and do asset verification to all field offices.
Coordinates the Filed Logistics reporting (Warehouse, Asset & GIK, and Fleet) by submitting regular weekly and monthly logistics reports to in-country procurement and logistics managers, ensuring quality and timely submission
Represent IMC Logistics in various governmental or INGOs Logistics cluster meeting
Responsible for the overall smooth and proper functioning of the Logistics and Procurement departments
Ensure compliance with IMC policies and procedures, donor regulations, and local laws while carrying out procurement and logistics activities
Perform other related tasks as required and assigned by his supervisor

MINIMUM REQUIREMENTS
BA Degree in SCM, Logistics or related field with 4 years or above experience.
Practical experience in logistics within the field of supply chain management
Experience of management of logistics systems.
Ability to plan and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level).
Good organizational and problem-solving skills, with an analytical approach
Good interpersonal, management and leadership skills, negotiation and organization skills
Excellent communication and customer relations skills
Ability to coordinate with others and work under pressure of tight and conflicting deadlines and handle concurrent activities
Ability to work in a participatory manner with staff to assess needs, implement and monitor activities
Ability to integrate and work well within multiethnic and multicultural teams
Ability to work in harsh conditions, often in remote areas.
Negotiation, interpersonal and organization skills
Valid driving license
Proficiency of Microsoft Office including MS Word and Excel, as well as email communications and other computer programs.
