Job Description
The requested Officers will be responsible to facilitate the day to day WASH activities; Water scheme rehabilitation, sanitation facilities construction/maintenance, hygiene promotion activities for which these Officer/s will train volunteers, community representatives and elders on how to improve community and household level sanitation and hygienic activities on timely basis and frame results afterwards to measure how effective this hygiene promotion has been adopted in preventing cholera outbreak and other water borne diseases. Besides, they will closely follow up and ensure the implementation of latrine cleaning, environmental and private premises are kept neat and supervise water quality management is in compliance with the standards, guideline and directions provided by WV and the national Emergency WASH cluster, beneficiary needs and donor requirements.
Justification
WVE is working closely with the government and other stakeholders to respond to the needs of Internally Displaced People (IDP) in and in its multi-sectoral response plan including Food and nutrition, WASH and Protection of children and women affected by the humanitarian crises. WVE Child Protection interventions includes establishing of Child Friendly Spaces in selected IDP sites and addressing gender-based violence (GBV) related needs by integrating into the other sectors to further strengthen a coherent protection response. The emphasis of this position is on facilitating community participation and enabling children and women access protection services to reduce their vulnerabilities and provide case management service for survivors.

20% Conduct field level damage assessment, gap and quantify the damage for further action accordingly.
20% Closely follow and take actions to distribute purchased ESNFIs/NFIs and other items on time and make sure items are not stored for more than a week in warehouse.
20% Conduct close field supervision to ensure most cost effective and most efficient implementation of the hygiene promotion and other related works in line with the plan, available standards, community needs and donor's requirement
5% Prepare monthly, quarterly, biannual and annual progress reports as requested
5% Make regular contacts and hold discussions with government officials at Woreda and Kebelle levels and also with beneficiaries to create smooth relationships, mutual understanding and support in the area of emergency WASH activities.
5% Facilitate handing over of completed water supply, sanitation and hygiene activities by the project to the beneficiaries in consultation with the concerned government offices and cluster representatives and ensure proper documentations for future reference
5% Provide timely updates and narrative reports and feedback on the progress of the hygiene promotion activities, challenges and concerns encountered to the Project Coordinator and others as requested in writing and follow up action points
5% Facilitate payments for vendors/suppliers/contractors, volunteers, trainees and trainers
10% Supervise, oversee and guide the day-to-day activities of the WASH activities in the project target Woredas
2% Prepare and review agreements, if any, that need to be signed with beneficiaries or other parties in accordance with the guidelines/policy of the organization.
3% Review DIP of the project and make necessary adjustments when needed in consultation with the Zonal Team Leader/AP/project manager/coordinator.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
Education: BSC in Water resource Engineering, Civil Engineering, Hydraulic Engineering and other related fields
Experience: 2 years for MSC or 4 years for BSc on relevant project/program experience of WASH in an international NGO or similar organization.
Solid experience in WASH Project Design, supervision, analysis and report writes up, Experience in WASH Cluster engagement has an added value, Experience in international NGO’s and other UN organizations
Experience in using Auto cad, water cad, word, excel and other computer skills is mandatory
Required Education, training, license, registration, and certification
Relevant trainings and capacity built on Humanitarian Accountability Principles, Sphere, WHO water quality guideline, PSEA, Accountability to Affected people, project Management and Grants report writing.
Preferred Knowledge and Qualifications
Experience on Community Engagement and Cooperation
Experience with emergency WASH activities
Full computer and Internet skills including MS Office for word processing, ACCESS or other databases and in database design, graphic presentation and financial spreadsheet programs,
Fluent in oral and written English and Tigrigna languages.
