Job Description

VIS Ethiopia is seeking a candidate for the post of M&E and Data Officer. The M&E and Data officer will be working in the project RESTORE ESSENTIAL HEALTH, NUTRITION AND FOOD SECURITY SERVICES IN SHIRE, TIGRAY, which is Funded by the Italian Development Cooperation Agency (AICS), and it is going to be implemented in Shire town and the peripheral rural woredas, in South West Zone of the Tigray Region in Ethiopia.        

The general objective is to contribute to a rapid and effective humanitarian response in Ethiopia, for reduced mortality and vulnerability of populations affected by the conflict in the north of the country, the Tigray Region. 

The specific objective is to restore and ensure life-saving, inclusive and gender-responsive health and nutrition services for both the displaced people and the host communities, in conflict-affected area of Shire Endasilasse, Tigray Region of Ethiopia. 

Under the overall guidance and supervision of the VIS-Project Coordinator Tigray, and in coordination with VIS-M&E Manager in Addis Ababa, the M&E and Data officer is responsible for the support and supervision of data collection for Monitoring and Evaluation purposes.

 Duties and Responsibilities

  • Under the overall guidance and supervision of the VIS- Project Coordinator Tigray, and in coordination with VIS-M&E Manager in Addis Ababa, he/she will support and supervise the monitoring and evaluation of the project, with a focus on monitoring and verification of MPCA activities and the administration of Post- Distribution Monitoring questionnaires;

  • Coordinate the processes of data collection and updating of the Logical Framework throughout the project implementation period; 

  • Organize and conduct M&E training for project staff and stakeholders; 

  • Constantly update the Monitoring and Evaluation Plan for VIS and SDB activities; 

  • In collaboration with the VIS-Project Coordinator Tigray and Field Officer in Shire, arrange periodic project monitoring visits to Shire, and review relevant data collection tools designed in collaboration with VIS-M&E Manager in Addis Ababa;

  • Train and supervise enumerators and data entry staff on data collection methods when necessary; 

  • Ensure implementation of data quality control processes (including data verification and daily debriefing) for all surveys conducted;

  • Development and updating of monitoring tools in coordination with the VIS-M&E Manager in Addis Ababa;

  • Provide periodic feedback to partners on the performance of VIS and SDB activities based on monitoring and results;

  • Documentation of case studies and success stories (written and audio) for specific project components and for the program as a whole. 

Salary Range: In Birr 35,000.00-40,000.00 basic salary based on experience and qualification 

Start Date: As soon as possible

Job Requirements

  • Required qualification and years since its issuance: Bachelor's or Master's degree in Cooperation to Statistical Sciences, M&E, Development, Social Sciences or equivalent, or a related field; 

  • Any other specialized qualifications: Possession of certificates attesting to participation in courses related to international cooperation (particularly Project Cycle Management) will be considered a preferential requirement;

  • Degree of work experience in the area of professional expertise: At least 3 years of relevant experience required. Strong data collection, processing, analysis and reporting skills. Experience in data analysis, knowledge and use of SPSS or other data analysis tools;

  • Prior experience working in the Tigray Region, specifically in shire areas, will be considered an added value;

  • Fluency in spoken and written English, Amharic and Tigrigna languages; 

  • INGO experience is an asset
