We are looking for a Regional Technical Advisor, WASH Business Development and Sub Area Office Manager to enhance PSI Ethiopia’s contribution and impact in improving access to affordable and quality health services in the respective sub area office by (i) leading the integrated implementation PSI/E programs in the specified Area reaching all towns within the sub Area Office; (ii) ensuring the efficiency, timeliness and quality of project implementation within the respective Area; (iii) overseeing all administrative and support operations including accounting, finance, human resources, administration, logistics, monitoring and evaluation; (iv) building evidence and influencing policy and funding by partnering and engaging with relevant GoE offices in the respective Area; (v) representing PSI/E in the multiple regional and Woreda government structures, implementing partners, NGOs and private sector partners, networking and developing new business in the region; (vi) supporting and following through on the sub-agreement between PSI/E and regional HAPCOs/Health Bureaus; and (vii) ensuring compliance and leading the work plan, budget and invoice review of Local Implementing Partners in the corridor.

Office Management responsibilities:
Coordinate implementation of the sub area office to meet annual program targets and deliverables in subnational units such as towns, woredas and Kebeles (Program Implementation)
Develop annual sub area office plans including program work-plan, procurement and budget in accordance with overall PSI and program/s strategy and objectives (Planning)
Represent PSI in respective regional relationships, joint planning, implementation, monitoring and evaluation with GoE structures in the regions including sub-agreement between PSI and regional HAPCOs/HBs (Representation)
Own PSI procedures in the respective sub area office; oversee area office logistics and administration; ensure strong “dotted line” linkages between area office and headquarters technical, finance and operations staff (Procedure ownership in the IFI office)
Serve as a signatory of the regional office on financial transactions based on the approval limit set and coordinate sub area office monthly budget, advance and liquidation between program and admin/finance staff and contribute to area office standard operating procedures development (Financial oversight and procedure strengthening)
Collaborate closely with head office technical team and operational team both programmatically and administratively including co-location issues (Collaboration)
Coordinate regional-level monitoring, evaluation and learning (MEL) activities including standardizing and rolling up indicators, data collection, supportive supervision tools, and regular data quality assessments of town-level implementation and lead accurate and timely reporting to PSI, GoE and others as necessary (Research and MEL including reporting)
Ensure sub area office compliance with GoE, donor and PSI rules, regulations and procedures; and facilitate internal and external audit activities where required (Compliance)
Supervise sub area office staff providing clear job descriptions, annual MBO, ongoing support and feedback, capacity building, and annual performance evaluations (Staff management and Internal Capacity Building)
Timely flag up issues to Partnership and field implementation director of field implementation and other responsible head office staff for timely intervention and support mobilization
Ensure operational excellence of sub area office by securing appropriate support from central office
WASH Program Implementation
Instill marketing discipline within the (MBAWISH) Market Based area wide Hygiene and Sanitation program design process.
Support the institutionalization of The Decision Intelligence (DQ sales) process in MBAWISH) Market Based area wide Hygiene and Sanitation program
Provide technical support in Lead the creative and marketing the (MBAWISH) Market Based area wide Hygiene and Sanitation program
Develop and implement comprehensive social behavior change (SBC) strategies tailored to target audiences.
Collaborate with stakeholders to align SBC initiatives with organizational goals.
Create and execute marketing campaigns to promote sanitation, hygiene, and health behaviors.
Utilize various communication channels, including social media, community events, and traditional media.
Conduct formative research to understand community needs, attitudes, and behaviors related to sanitation and hygiene
Monitor and evaluate the effectiveness of SBC initiatives and campaigns, providing recommendations for improvement.
Train and support local teams and partners in SBC principles and marketing techniques.
Foster community engagement through workshops and training sessions.
Collaborate with government agencies, NGOs, and community organizations to promote behavior change.
Engage with community leaders to advocate for SBC initiatives.
Prepare regular reports on SBC activities, outcomes, and lessons learned.
Document successful case studies and best practices for future reference
Represent the WASH project in the respective region with local administration stakeholders and partners of the project oversee the regional team and operation
Facilitate Implementation of business growth and accelerator program for scale and expanded access to Sanitation and Hygiene.
Enroll entrepreneurs in WASH business and capacitate stakeholders and partners to implement performance-based Business enrollment
Facilitate provision of on-the-job coaching and business development services for businesses through public and private BDS providers
Facilitate provision of capacity building training including sales marketing and business acumen other training for business activities, followed by continued supportive supervision.
Assess needs, opportunities, gaps and constraints in getting access to finance by operators and build partnerships and coordinate with local financing providers to provide access to finance to business and consumers
Engage with relevant government and non-governmental partners to effectively foster institutionalization of Market Based Sanitation and coordination and collaboration in scaling up WASH business models.
Provide regular, concise reporting on program activities, documenting and sharing key lessons on the potential to scale up identified business models with a private sector perspective.
Contribute to achievement of project performance targets.
Implement and constantly seek to improve business partners, identify their barriers to growth and facilitate solutions that can enhance the success of their businesses.
Support demand generation and marketing campaigns for the WASH business.
Establish strong relationship and networks among supply chain actors, to enable them share best practices and expand their core and supplementary businesses.
Handle assigned tasks related to WASH business development, market assessment, product development activities, business and social franchise model development and replication activities in the respective region.
Perform any other related activities as assigned by immediate supervisor.

Generic Duties of the Position:
Develop and implement the sub area office operational plans and objectives.
Monitor and ensure proper utilization of the sub area Office’s budgets.
Identify human resources requirements of the sub area Office and develop a plan for meeting the requirements.
Lead the development, implementation and review of relevant sub area office policies and procedures.
Review, approve and submit sub area office reports to relevant organs.
Support the development of subordinates through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback.
Manage disciplinary concerns of the sub area Office staff.
Represent the PSI Ethiopia in external relationships in matters related to the sub area Office mandate.
Participate in group decision making processes by forming part of different groups/committees at sub area office level as well at PSI level as advised by immediate supervisor.
Background
Qualification and Experience:
Master’s degree in Public Health, Health Service Management, Economics, Management or related fields with Six (6) years of demonstrated experience in Ethiopian Health System and/Or NGO setting out of which two (2) years at a Managerial level
OR
Bachelor’s degree in Public Health, Health Economics or related fields with Eight (8) years of demonstrated experience out of which two (2) years at a Managerial level
Demonstrated experience in managing at least two of donor-funded programs: WASH, FP(AYSRH), and NCD programs in remote regional offices, with decentralized implementation across health programs focused on prevention, care and support
Proficient in English, Amharic and local languages (Somali in this case), both written and verbal communication
Willingness to travel 25% of the time along the assignment area
