SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children’s and young people.

Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government and community based organizations across seven program locations; we aspire that every child grows up with love, respect and security.

Duties and Responsibilities

While working with us as an Emergency project coordinator you will be in charge of the following,

PROGRAM IMPLEMENTATION AND PARTNERSHIPS

  •  Provide technical and management oversight to emergency response teams and supervision of assigned multi-sectoral emergency response projects.

  • Ensure that all programme targets are reached in accordance with agreed programme objectives, as per contracts with donors, in line with the overall programme approach and ensure integration with other DRA-funded Emergency programme activities.

  • Ensure that all resources (technical, logistics, financial, HR) are in place to implement the different projects of the emergency response programme in accordance with the work plans and realistic timeframes and milestones agreed with donors and are communicated to the national office.

  • Work closely with field-level staff to ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to field teams to achieve timely and quality implementation of activities.

  • Monitor and manage emergency programme expenditures and budgets, ensuring resources are optimally utilized.

  • Carry out regular field visits to inspect project activities and organize regular project review sessions through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicating these to the Programme team as part of a continuous programme review and improvement process.

  • Support the MEAL team in the implementation of an appropriate M&E system to monitor progress and capture the impact of projects and to make necessary adjustments to work plans if necessary, in a timely manner.

  • Contribute to the preparation of emergency preparedness plan, budgets, funding concept notes and proposals

  • Oversee the preparation of high-quality donor narrative reports in a timely fashion.

  • Write concept notes and full proposals for both grants and contracts under the strategic guidance of the Humanitarian Response Program Manager and Deputy Program Director .

  • Strengthen links with emergency/food security departments in other NGOs through effective and on-going coordination, information-sharing, and results dissemination at regional and national levels.

  • Contribute to all aspects of the Programme e.g. mainstreaming of equality, protection, and disaster risk reduction.

  • Brief the Deputy Program Director and Senior Management Team on programmes and situational context on a regular basis.

  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).

  • Ensure vulnerable children and women are included in all aspects of program activities.

  • Assist and facilitate the field officers in Conducting child protection, early warning early action and disaster preparedness training to the community.

  • Provide support in collaboration with the Humanitarian Response Program Manager to ensure efficient and quality programs are delivered in a timely manner.

  • Coordinate emergency response teams in the intervention areas and implement quick responses for a short period as required.

  • Provide technical support to the field office and ensure the program is delivered to the community.

  • In collaboration with the Program level and HROD facilitate capacity building and workshops for co-workers in the emergency program.

  •  Develop and implement strategies to identify challenges and resolution for emergency projects

  •  Support in overall planning and implementation of emergency response activities, closely monitor, evaluate report their development, and flag potential issues on time.

  • Support and conduct situation assessment, develop concept notes and share with the national office.

  • Ensure vulnerable children and poor women are included in all aspects of project activities

  • Ensure adherence to SOS Children’s Villages policies such as the Code of Conduct, Child Safeguarding Standards, and others as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, HAP)

TEAM MANAGEMENT AND CAPACITY BUILDING

  • Train SOS Children’s Villages Ethiopia emergency staff and key partners in donor requirements and compliance rules under specific contracts

  • Provide technical support and ongoing on-the-job training and coaching to emergency programme staff, contributing to their capacity building.

  • Ensure team members are aware of core SOS Children’s Villages policies and procedures.

  • Coordinate and capacitate emergency staff, volunteers, beneficiaries, and host community in child protection and child safeguarding in emergency

PARTNERSHIP, ACCOUNTABILITY, AND REPRESENTATION

  • Develop and foster relationships established with similar-minded organizations that are engaged in the project.

  • Actively participate with the concerned government and non-government institutes and other relevant institutes.

  • Support National and Program levels in preparing events for the project and ensure local stakeholders and concerned community members and beneficiaries.

  • Represent the organization’s emergency response at the Project level and ensure a positive collaboration and working relationship with pertinent government offices and a good public image of the organization

  • Work with the MEAL Coordinator to improve quality of service delivery and implementation of emergency response projects ensuring that they are integrated into the programmes.

  • Ensure adherence to SOS Children’s Villages policies such as the Code of Conduct, Child Safeguarding , qulality Standards and others as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, HAP).

  • Ensure the highest standards of accountability through ensuring good communication and information sharing within and outside the program and enabling staff, beneficiaries, and other stakeholders participate at all stages of the project cycle.

  • Undertake other related duties assigned by the HRP portfolio Manager and Deputy Program Director.

SAFEGUARDING

  • Responsible to ensure that assistance for those affected in the humanitarian sector is provided in line with the Sexual Misconduct Regulation and the Child Protection Policy and that it do not cause no harm.

  •  Ensuring a safe and conducive working environment is created for co-workers and all programme participants where they feel free to speak and raise concerns without fear;

  • Ensuring that safeguarding measures are in place within their area of managerial responsibility and that staff, associates, and other key stakeholders are made aware of these measures and are supported in implementing them;

  • Ensuring that safeguarding is integrated into all management processes including recruitment, onboarding, performance management, team meetings, annual planning processes, field-level monitoring, IWP, IDP etc.

  • Creating and maintaining a managerial and operational environment where Safeguarding policies such as Child and Youth Safeguarding, Code of Conduct the Sexual Misconduct Regulation, Anti Fraud and Anti-Corruption Regulation and Good Management and Accountability Quality Standards are effectively implemented;

  •  Fulfilling the minimum standard and additional responsibilities in achieving compliance with SOS Children’s Villages safeguarding policies.

  •  Ensuring the best interest of the children and young people is applied and considered in projects, decision-making, or any other work that is performed.

  • Ensuring a conducive and safe working environment for their subordinate co-workers free of any harm, abuse, neglect, and exploitation.

  • Ensuring that staff members in their line of authority receive an induction and training on the SOS Children’s Villages Safeguarding policies such as Children and Youth Safeguarding Policy and Regulation, Sexual Misconduct Regulation, Anti Fraud and Anti-Corruption Regulation, Good Management and Accountability Quality Standards and Code of Conduct.

  • Uphold SOS Children’s Villages Values and the Code of Conduct when interacting with partners, children, young people, families, and other stakeholders within or outside the organization.

  • Ensure that all equipment or materials provided by the organization are properly managed transparently and appropriately with the established procedure.

  • Ensure that contracts and partnership agreements or Memorandum of Understanding (MOU) have articles referring to safeguarding policies (Child and youth safeguarding and Sexual Misconduct Regulation, Anti-Fraud and Anti-Corruption and other related policies) and the Code of Conduct with partners, contractors, vendors/suppliers, consultants or any other stakeholders working with SOS Children’s Villages in Ethiopia.

Job Requirements

Must Criteria

  • Education: MA/BA degree in Disaster risk Management or Development Studies, Social Sciences, agricultural economics, natural resource management or equivalent working experience

  • Experiences: Minimum 3 years of experience in leading and coordinating humanitarian aid and/or development work in multi-cluster INGOs, LNGOs

  • Experience or education in one of the following fields is an asset: child protection in emergencies, health, nutrition, WASH

  • Proven expertise and understanding of emergency preparedness and response, and development issues with a relevant technical competence in emergency needs assessment, project design, development, and implementation.

  • Extensive field experience in emergency and development program management, preferably with non-government organizations.

  • Substantial experience of non-formal, participatory training and staff development.

  •  In-depth knowledge of their own area of work.

Competencies – Knowledge, Skills, Abilities

  • Practical experience and knowledge of emergency project management including emergency needs assessment, project design, development and implementation

  • Good understanding of humanitarian issues and sympathy with the aims and objectives of the organization; commitment to humanitarian principles and the Red Cross and INGO’s code of conduct

  • Knowledge and good understanding of UNHCR standards of child protection in Emergency

  • Excellent organizational and problem-solving skills

  • Ability to cope with stress; patience and flexibility

  • Experience with establishing strong and effective working relationships with colleagues from different backgrounds, and cultures and experience

  • Able to establish and maintain healthy working relationships with colleagues in the course of work

  • Local knowledge in terms of its culture, economic and social trends is an asset

  • Basic proficiency in the use of MS Office, Email and other computer applications

  • Willingness and ability to frequently travel to the field up to 70% of working time.
